15 specific measures have been introduced to help small and medium-sized enterprises stabilize growth and adjust structural capabilities

On the 14th, it was learned from the Ministry of Industry and Information Technology that the Office of the Leading Group for Promoting the Development of Small and Medium-sized Enterprises of the State Council recently issued the "Several Measures to Help Small and Medium-sized Micro Enterprises Stabilize Growth and Adjust Structural and Strong Capabilities", which puts forward a total of 15 specific measures from the aspects of further promoting stable growth and stable expectations and focusing on promoting the structural and strong ability of small and medium-sized micro enterprises to promote the high-quality development
of small and medium-sized micro enterprises.

In view of the current production and operation difficulties faced by small and medium-sized enterprises, a number of measures have proposed seven measures to further promote stable growth and stable expectations, and taken multiple measures from policy support, financing promotion, expanding demand, and ensuring the supply and price of bulk raw materials to stimulate the vitality and confidence
of market entities.
Among them, it is clearly proposed to extend the policy of increasing the reserved share of government procurement projects for small and medium-sized enterprises to more than 40% in stages until the end of
2023.
Encourage large enterprises and platform institutions to publish procurement lists for micro, small and medium-sized enterprises, carry out cross-border matching activities, and open up more markets and create more business opportunities
for micro, small and medium-sized enterprises.

In view of the improvement of the core competitiveness of small and medium-sized enterprises, eight measures
are proposed to promote the structural adjustment and strong ability of small and medium-sized micro enterprises.
Aiming at the key links in transformation and upgrading, we will promote the specialized and new development of SMEs by improving the gradient cultivation system for high-quality SMEs; Through the in-depth implementation of the "joint action" of integration and innovation of large and small enterprises, we will promote the coordinated development of large and small enterprises; Through the implementation of three special actions: "Scientific and Technological Achievements Empower Small and Medium-sized Enterprises", "Digital Empowerment of Small and Medium-sized Enterprises" and "Quality Standards Brand Empowerment of Small and Medium-sized Enterprises", we will help SMEs enhance their core competitiveness; Increase support for talent development by optimizing the evaluation of professional titles of small and medium-sized enterprises and implementing the "school-enterprise dual employment" system; By giving full play to the roles of the Beijing Stock Exchange, the National Small and Medium-sized Enterprise Development Fund, and the National Science and Technology Achievements Transformation Guidance Fund, we will increase direct financing support
for high-quality small and medium-sized enterprises.
At the same time, a series of measures
have been put forward to strengthen the use and protection of intellectual property rights and promote the development of characteristic industrial clusters of small and medium-sized enterprises.

The relevant person in charge of the Ministry of Industry and Information Technology said that to promote the development of small and medium-sized micro enterprises, we must not only do a good job in helping and developing, but also further strengthen policies to benefit enterprises, environmental enterprises, service assistance enterprises, innovation and strong enterprises, talent development enterprises, and fully promote the high-quality development of
small and medium-sized enterprises.
