On April 8, 2016, when Mr.
Li, a villager, was passing through the vegetable greenhouse planting area in the northeast corner of Guozhuang Village, Nancun Town, Pingdu City, he found that there were 4 phorate plastic medicine bags on the top of a kohlrabi field.
He suspected that it was used when growing kohlrabi.
The phorate 812 pesticide was reported to the police

Afterwards, the police learned through investigation that the land belonged to the villager Wang's family
.
In March 2016, at the Fengle Fertilizer Sales Office in Guozhuang Station, Wang bought it and used it in his own vegetable plot after the salesperson clearly informed that phorate was forbidden to be used in vegetables
.
After sampling and testing, phorate was detected in Wang’s yam field and kohlrabi field soil.
The phorate content in the yam field soil was 0.

The Pingdu Court held that the defendant Wang used banned pesticides during vegetable planting and his behavior constituted the crime of producing toxic and harmful food.
