In accordance with the provisions of the Anti-dumping Regulations of the People’s Republic of China (hereinafter referred to as the “Anti-dumping Regulations”), on August 3, 2020, the Ministry of Commerce (hereinafter referred to as the investigation authority) issued an announcement, deciding on the (Called the product under investigation) to conduct an anti-dumping investigation

The investigating authority investigated whether there is dumping and dumping margin of the product under investigation, whether the product under investigation has caused damage to the domestic polyphenylene ether industry and the degree of damage, and the causal relationship between dumping and damage

The investigation authority preliminarily determined that there was dumping of imported polyphenylene ether originating in the United States, the domestic polyphenylene ether industry was materially damaged, and there was a causal relationship between dumping and material damage

In accordance with the provisions of Article 28 and Article 29 of the Anti-dumping Regulations, the investigating agency decided to implement temporary anti-dumping measures in the form of security deposits

Name of the product under investigation: Polyphenylene ether

English name: Polyphenylene ether, also known as Polyphenylene Oxide, referred to as PPE or PPO

Product description: Polyphenylene ether is a high-performance thermoplastic resin with 2,6-dimethyl-1,4-phenylene ether group in the molecular chain and its composition, regardless of whether it has been modified or mixed or added.

Main use: Polyphenylene ether can be used in injection molding, extrusion, alloys, etc.

From September 7, 2021, when importing polyphenylene ether originating in the United States, import operators shall provide corresponding deposits to the Customs of the People’s Republic of China in accordance with the dumping margin of each company determined in this preliminary ruling
.
The deposit is calculated and levied based on the customs-approved duty-paid value.
The calculation formula is: deposit amount = (customs-approved duty-paid price × margin collection rate) × (1 + import value-added tax rate)
