"To achieve a low-carbon transformation, it is not enough to rely on green finance.
Wang Zhongying, director of the Energy Research Institute of the National Development and Reform Commission, said: "We are proposing to reach the peak in 2030.
In this extensive and profound economic and social systemic transformation, state-owned enterprises are the vanguard of the implementation of the new development concept.
