　　Article 4 The use of special funds shall be strictly economical, and be used for material costs, equipment or document purchase costs, labor costs, water, electricity and power costs, design costs, transportation costs, installation and commissioning costs, testing and processing costs incurred by the project unit in the implementation of the project.

　　The competent authority shall review the project declared by the project unit

　　Article 14 The project unit shall, in accordance with the relevant accounting system, conduct accounting calculations of special fund income, expenditures, expenses, formed assets, etc.

　　Article 18 The project unit is the main body responsible for the use and management of special funds.
