Huang Runqiu also stated that since its establishment in 2009 , the " Four Basic Countries " have maintained close coordination and cooperation, safeguarded multilateralism, resolutely implemented the United Nations Framework Convention on Climate Change ( hereinafter referred to as the "Convention" ) , and promoted the "Paris Agreement" and its implementation rules.

Huang Runqiu emphasized that last year China put forward the carbon peak goal and carbon neutral vision, which fully demonstrated China's responsibility as a responsible major country.
As a developing country, China’s unbalanced and inadequate development is still prominent, and it takes extremely hard work to accomplish the above goals and visions.
