[Coal Chemical Industry] The two ministries and commissions issued the first batch of total control indicators for rare earth mining, smelting and separation in 2021

On February 19, the Ministry of Industry and Information Technology and the Ministry of Natural Resources issued a notice that the first batch of rare earth mining , smelting and separation total control indicators in 2021 will be 84,000 tons and 81,000 tons, respectively.

The notice pointed out that rare earths are products that the country strictly implements total production control and management, and any unit or individual must not produce without targets or exceed targets.

The notice emphasized that the indicators should be centrally allocated to key key enterprises with advanced technology and equipment and high levels of safety and environmental protection.

(1) The mining enterprise does not have a mining license or a safe production license, a rare earth resource recycling project that exceeds the approved period or the relevant department explicitly requires the suspension of production for rectification;

(2) Rare earth smelting and separation enterprises use outdated production processes that have been listed in the banned or eliminated catalogue and smelting and separation capacity is less than 2000 tons (REO)/year, or the relevant departments explicitly request to stop production for rectification;

(3) Those that fail to meet the environmental protection requirements of the Rare Earth Industry Pollutant Discharge Standard and radioactive protection;

(4) Failure to meet the management requirements of tailings ponds such as the Regulations on the Safety Supervision and Management of Tailings Ponds;

(5) Long-term suspension of production and no production conditions.

The six major rare earth groups receiving the quota are China Rare Rare Earth Co.
