Promote "4" major petrochemical projects - West Middle Island Refining and Chemical Integration Project, 1 million ton light hydrocarbon cracking to ethylene project, 1 million ton propane dehydrogenation project and 1 million ton functional polyester project;

Create "6" major sectors - petroleum refining, petrochemical, chemical fiber and textile processing, fine chemicals, new chemical materials, rubber and plastics processing
