Recently, the European Commission withdrew its decision to extend the approval period of the pesticide active substances Acrinathrin and Prochloraz, and revised the Active Substance Approval List (EU) No 540/2011
    .
At present, the approval period of the two has expired on December 31, 2021, and flumethrin and prochloraz are officially banned by the EU
    .
The corresponding plant protection products have a sales and distribution buffer period of not more than 6 months, and an additional inventory depletion period of not more than 1 year
    .

Flumethrin is a pyrethroid insecticide and herbicide commonly used in wine grapes, table grapes and ornamental plants to control pests such as mites, psyllids and aphids
    .
Prochloraz is an imidazole fungicide commonly used to control pests and diseases on cereal crops and fruits and vegetables
    .
On January 1, 2012, flumethrin and prochloraz were approved under the new EU Plant Protection Product Regulation (Regulation (EC) No 1107/2009), with the first approval valid until December 31, 2021, and later The review phase extends the approval validity until December 31, 2023
    .

Reasons for Withdrawal of Decision on Extension of Approval Period

According to the European Commission Announcement Commission Implementing Regulation (EU) 2021/1450, the applicants for re-evaluation of flumethrin and prochloraz are determined to no longer support subsequent re-evaluation work
    .
The EU believes that according to the relevant regulations, the previously stipulated decision to extend the approval period of active substances is no longer reasonable, so the two approvals are revised until December 31, 2021
    .

The applicant no longer supports the conjecture of the reason for the re-evaluation

The review data of the re-evaluation stage of fenpromethrin and prochloraz were not made public, but many key issues remained unresolved as early as during the Member State evaluation and peer review of the first approval
    .
According to the requirements of the EU Pesticide Regulation Active Substance Approval (see Article 4 of (EC) No 1107/2009), the use of plant protection products containing this substance should not cause adverse effects on human health, animal health and the environment
    .
It is reasonable to suspect that the applicant's suspension of supporting the re-evaluation work this time may be affected by the previous problems
    .
According to the assessment report of the European Food Safety Authority EFSA, some of the unresolved issues at the first assessment stage are as follows:

    Flumethrin

The consumer/worker risk assessment has not been completed due to uncertainties regarding the production of acetaminophen isomers and toxicity, and the applicant's previously submitted study data was deemed ineligible for peer review and was not resubmitted
    .

There are insufficient residue data on grape use to conduct consumer exposure and risk assessments
    .

At present, no suitable degradation pathway has been found to further clarify the degradation process of flumethrin in soil, and the definition of residues in soil, groundwater and surface water has not yet been clarified
    .

The assessment of groundwater contamination by the metabolite 3-phenoxybenzaldehyde at an application rate of 70 g as/ha has not been performed
    .

    Prochloraz

For representative use - applied to cereals as a foliar spray, a human non-dietary risk assessment for application rates above 450 g as/ha could not be finalized
    .

For representative use - as a foliar spray on mushrooms and cereals, groundwater exposure and other environmental exposures and the resulting environmental risk assessment at application rates above 450 g as/ha cannot be concluded
    .

Environmental exposure assessments for the Prochloraz Copper complex and Prochloraz Zinc complex were not finalized, so groundwater exposure assessments for these two variants have not been completed
    .
In addition, risk assessment of the imidazolium-zinc complex variants to wild non-target organisms has not been completed
    .

An assessment of endocrine disrupting effects in birds has not been completed
    .

Ruiou Technology will continue to pay attention to and track the approval status of the EU's pending pesticide active substances, so as to provide the latest news for pesticide companies in the EU market
