On October 31, 2021, the Opinions of the State Council on Carrying out the Pilot Work of Business Environment Innovation (Guo Fa [2021] No.
24) explicitly allowed Guangzhou bonded oil supply enterprises to carry out bonded oil direct supply business
within Guangdong Province.

Since the official implementation of the bonded bunkering pilot policy for international sailing ships in Guangzhou on February 28 this year, Guangzhou Customs has actively done a good job in interpreting the bonded bunkering policy and regulatory measures, guiding four enterprises in the jurisdiction to improve the construction of supporting facilities and safe production of oil depots, and successfully obtained bonded bunkering licenses; Establish a "point-to-point" online approval and coordination mechanism for customs in oil-supplied and receiving areas, support the construction of a bonded bunkering information service platform for international navigation ships under the China (Guangzhou) International Trade Single Window, and promote paperless handling of the whole process of ship supply application, oil material delivery, material management, and verification and customs clearance, so as to achieve mutual recognition of supervision
