The atomic furnace (output 1 watt) owned by Gyeonggi University in Higashi-Osaka City, Osaka Prefecture may start construction
in mid-March.
Gyeonggi University will complete the necessary administrative procedures
for the reopening in mid-March this year.
This is the first time that an atomic furnace for research has been restarted, and new management standards
have been established in Japan after the Great East Japan Earthquake.
In addition to Gyeonggi University, Kyoto University has two atomic furnaces
for research.
After the Great East Japan Earthquake in 2011, all university research furnaces
will be suspended to meet the new management standards.
In terms of restarting, we will investigate whether the "safety inspection" of the equipment maintenance management system and the "pre-use inspection" of the operation of machinery and equipment are qualified
according to the review.
The National Nuclear Regulatory Commission will conduct a series of inspections
in mid-March.
If qualified, it will be ready
to restart the nuclear power plant.
In this special period, Gyeonggi University added an "independent neutron absorber" that was inserted into an atomic furnace to control nuclear fission, strengthened the firewall, and reinstalled other iron pipes according to the signal cable.
Measures will be taken to set up "restraint tools"
that will not blow nuclear fuel away even if a tornado hits.
If it is restarted, students will learn how to do
it when they actually start the furnace.
Until now, I will borrow an atomic furnace
for research at Kyung Hee University in Korea.
In April 2016, the Nuclear Regulatory Commission (NRC) acquired a critical test facility with an output of 100 watts at the atomic furnace of Gyeonggi University and Kyōdai in Kumatori-cho, Osaka Prefecture, and approved the examination document
for the actual obtaining of the certificate of conformity.
The resolution will be formally resolved
in May after hearing the views of the Nuclear Regulatory Commission and the Minister of Education, Culture, Sports, Science and Technology.
However, the review is expected to be significantly delayed, creating obstacles
in the research.
