Up to now, Hunan Province has completed the closure and exit of 31 chemical companies along the Yangtze River and the relocation of 3 chemical companies along the Yangtze River, involving 1,839.

In March 2020, the General Office of the Hunan Provincial Government issued the "Implementation Plan for the Relocation and Reconstruction of Chemical Enterprises along the Yangtze River in Hunan Province", which clearly stated that "2020 will focus on closing down chemical production enterprises with outdated production capacity and failing to meet safety and environmental protection standards, and guiding chemical production enterprises to relocate to The compliant chemical park within 1 km will be resolute to complete the relocation and transformation task by the end of 2025.

According to reports, the 34 chemical companies along the Yangtze River that have closed down or switched production are scattered and small chemical production enterprises with relatively low product technology content, weak market competitiveness, and hidden safety and environmental risks

Hunan Province has made it clear that the provincial finance will arrange a special subsidy fund of 200 million yuan every year for 6 years to support the relocation and reform of chemical production enterprises along the Yangtze River
