With the improvement of environmental quality as the core, promote the environmental risk management of toxic and hazardous chemicals, screen and evaluate the toxic and hazardous chemicals that are inherently harmful to the environment and health, may persist in the environment, and may enter the human body through the food chain and be enriched, and promote the implementation of the environment Risk control is to thoroughly implement the relevant requirements of the Party Central Committee and the State Council on precision pollution control, scientific pollution control, and pollution control according to law, implement current pollution prevention and control work arrangements, protect ecological environment safety and people's health and safety, and protect the ecological environment at a high level One of the specific measures to promote high-quality economic development.

The "List" focuses on screening chemicals that should be prioritized for environmental risk management to achieve two main purposes: First, to play the role of an "engine" to provide basic support for environmental risk management of toxic and hazardous pollutants in water, gas, and soil.
The preparation of the "List" combines my country's national conditions and international experience, comprehensively considers the environmental and health inherent hazards of chemicals, potential environmental exposure levels, international control and other factors, scientifically determines the screening conditions, and focuses on identifying and paying attention to the inherent environmental and health risks.

"List" contains 18 is Species / class of chemicals, comprising: determining benzene and o-toluidine human carcinogen, perfluoro octanoic acid ( of PFOA ), and persistent organic pollutants such as dioxin, benzo [a] pyrene and other Cycloaromatic substances, thallium and thallium compounds and other heavy metal substances, etc.
These chemicals generally have two characteristics.

The "List" proposes possible environmental risk management and control measures, including: including the list of toxic and hazardous air / water pollutants in accordance with the law , the list of key soil toxic and hazardous substances under control, etc.
The specific environmental risk control measures listed in the "List" should be "one product, one policy".
The issuance of the "List" has provided a "transition period", "preparation period" and "early warning period" for relevant chemical production and use enterprises to take precautions, consciously strengthen chemical environmental management, and improve the level of environmental risk control.

Since the "List of Priority Controlled Chemicals (First Batch)" was issued in 2017 , the environmental risk management and control of the listed chemicals has made positive progress: First, in accordance with the "Air Pollution Prevention and Control Law", 11 types of priority control chemicals have been listed The "List of Toxic and Hazardous Air Pollutants ( 2018 )" implements environmental risk management; the second is based on the "Water Pollution Prevention and Control Law", 10 categories are included in the "List of Toxic and Hazardous Water Pollutants (First Batch)", and environmental risk management is implemented ; Third, in accordance with the "Measures for the Management of Soil Environment for Industrial and Mining Land (Trial)", the chemicals listed in the "List of Priority Controlled Chemicals" are regarded as toxic and hazardous substances, and key units are required to install relevant anti-corrosion and anti-leakage facilities for facilities involving toxic and hazardous substances.
