Recently, the Shenzhen Municipal Government organized the drafting of the "Shenzhen Special Economic Zone Oil Products Supervision and Administration Regulations (Draft)" (hereinafter referred to as the "Regulations") is on the official website of the Standing Committee of the Shenzhen Municipal People's Congress for public comments, intends to create a self-built oil storage equipment and facilities filing system, establish and improve the direct distribution system of refined oil, and at the same time stipulate that no unauthorized construction or use of skid-mounted refueling devices can be used to achieve the traceability of the whole chain of
refined oil.

Create a filing system for self-built oil storage equipment and facilities

In order to solve the problems of self-built storage tanks, mobile refueling trucks, black oil points from the source, the Regulations intend to create a self-built oil storage equipment and facilities filing system, and incorporate them into the daily supervision system through ledger and information management; It is expressly prohibited to all kinds of illegal production, operation and use of refined oil, including engaging in the retail sale and transportation of refined oil products without permission, producing and operating oil products with unsatisfactory quality and no legal source, and changing the name to sell refined oil; It is forbidden to provide venues for illegal production and operation of refined oil products, and strengthen the main responsibility for site operation and
management.

Establish and improve the direct distribution system for refined oil

In 2021, Shenzhen will implement the direct distribution management
of non-road mobile machinery oil products at construction sites.
After investigation, it was found that the system has not been effectively implemented, the problem of "real contracts and fake oil" at some construction sites is prominent, and there is a regulatory vacuum
in the oil process such as emergency power generation of industrial enterprises and new car tests of car companies.
In order to standardize the order of the operation of refined oil, the Regulations intend to legalize the direct distribution system for refined oil, stipulating that construction sites, industrial enterprises and skid-mounted refueling devices that really need to use refined oil in batches in production and operation activities shall select enterprises that have passed the annual inspection of the commerce department and have retail business qualifications to sign an agreement, and implement ledger and information management to achieve traceability and traceability of
oil products.

Skid-mounted refueling devices shall not be built or used without authorization

The "Regulations" intend to follow the principle of "strictly controlling the increment and standardizing the stock", stipulating the construction and use specifications of skid-mounted refueling devices, except for special circumstances such as disaster relief, post-disaster reconstruction and major emergency projects, no one or individual may build or use skid-mounted refueling devices
without authorization.

At the same time, no individual may set up or use vehicles or tanks, boxes and other equipment and facilities to store refined oil
without authorization.
Where it is truly necessary to set up or use oil storage equipment and facilities for engineering construction projects, it shall go through the examination and approval formalities in accordance with relevant provisions, comply with the requirements of relevant technical specifications, and file with
the local commerce department。 For legal skid-mounted refueling devices and oil storage facilities and equipment, implement direct oil distribution and ledger management, and track and supervise through the regulatory
information platform.

Realize the traceability of the whole chain of refined oil

From production to use, there are 13 regulatory departments involved in refined oil, the regulatory authority of various departments is scattered, the information barrier has not been broken, and the regulatory synergy has not been formed, and it is urgent to establish an intelligent supervision platform
based on the aggregation and sharing of regulatory information.

The "Regulations" intend to stipulate that "the municipal development and reform organization of commerce, market supervision, housing construction, emergency management, government service data management and other departments to jointly establish a Shenzhen refined oil intelligent monitoring information platform" to achieve the relevant administrative licensing, quality testing, lead transfer, supervision and law enforcement and other information of various departments, to achieve the whole chain of traceability
