First, the current national standard "GB/T35795-2017 Fully Biodegradable Agricultural Ground Covering Film" is no longer fully applicable to the development level of degradable mulch film, and the evaluation and certification of degradable mulch film and the detection and evaluation system of degradation products also need to be improved; The cost of new materials is higher than that of traditional plastics, which is in a disadvantaged position in market competition, and it is difficult to replace traditional plastic mulch films on a large scale; third, the comprehensive performance of products related to biodegradation technology in China is insufficient, and cannot fully adapt to complex natural and geographical conditions, and early degradation occurs in some areas.
He believes that it is still necessary to continue to speed up the promotion of fully biodegradable plastic film, and to carry out pollution residue control work
On the one hand, it is recommended to set up a special budget for testing, demonstration and promotion, and accelerate the application to regions and crops whose feasibility has been verified.
On the other hand, the government organized relevant industry associations to improve the degradable plastic film standards, improve the certification system for evaluating the effect and safety of the degradable plastic film, implement the qualification access system, and check the source of the industry through strict law enforcement
In addition, in areas and crops that are not suitable for the application of fully biodegradable plastic film, the production, sales, control and recycling of polyethylene plastic film should also be strengthened, and the application of residual film treatment equipment and technology should be promoted
