People's Daily Online, Beijing, May 6 (Reporter Wang Zhen) According to the Ministry of Finance website news on the 6th, in order to improve the energy production, supply, storage and marketing system, strengthen domestic oil and gas exploration and development, and support natural gas import and utilization, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation Recently jointly issued the "Notice on Import Tax Policies for the Exploration, Development and Utilization of Energy Resources during the 14th Five-Year Plan" (hereinafter referred to as the "Notice"), clarifying the relevant energy resources during the period from January 1, 2021 to December 31, 2025.
The "Notice" clarified that projects that carry out oil (natural gas) exploration and development operations in specific areas on land in my country, projects that carry out oil (natural gas) exploration and development operations in my country’s oceans, and projects for emergency rescue of offshore oil and gas pipelines, and coalbed methane exploration in my country For development projects, the import of equipment (including technical data imported with the equipment in accordance with the contract), equipment, spare parts, and special tools that cannot be produced in China or whose performance cannot meet the needs and directly used for exploration and development operations or emergency rescue, is exempted from relevant charges.
The Ministry of Finance stated that the policy will help strengthen my country's oil and gas exploration and development capabilities and emergency rescue levels, promote the introduction and utilization of natural gas resources, and play an important role in safeguarding national energy security.
