A statement published in Myanmar's official newspaper on August 17 said the Burmese military government had set up a "Russian Oil Purchasing Committee" headed
by a close ally of Min Aung Ley.
The committee is responsible for procuring, importing and transporting fuel
at reasonable prices based on Myanmar's needs.
