New pollutants are different from conventional pollutants.
They refer to pollutants that have been recently discovered or have been of concern, have risks to the ecological environment or human health, have not been included in management, or existing management measures are insufficient to effectively prevent and control their risks

Most of the new pollutants have the characteristics of biological toxicity, environmental persistence, and bioaccumulation.
Even if the concentration is low in the environment, they may also have significant environmental and health risks, and their hazards are potentially and concealed

The production and use of toxic and hazardous chemicals are the main sources of new pollutants
.
China is a big country in the production and use of chemicals, with a wide variety of new pollutants, widespread distribution and unclear numbers, and high environmental and health risks

Effectively preventing and controlling environmental and health risks of new pollutants is an important part of the construction of a beautiful and healthy China, and is related to the proliferation and sustainable development of the Chinese nation

In order to effectively strengthen the control of new pollutants, ensure the safety of the national ecological environment and the health of the people, this action plan is formulated

The action plan includes overall requirements, work objectives, action measures and the first batch of key control new pollutants list

In contrast to the “Outline”’s goals and requirements for building a beautiful China and ecological and environmental protection, the work objectives put forward specific targets for the treatment of new pollutants in 2025 and long-term goals for 2035

By 2025, the focus will be on laying foundations, building systems, and focusing on managing and controlling the environmental risks of a number of new pollutants that are of high concern at home and abroad

On the basis of the "14th Five-Year Plan", after another ten years of hard work, by 2035, a relatively complete new pollutant control system will be established, the ability to control environmental risks of new pollutants will be greatly improved, and the environmental risks of new pollutants will be basically controlled
