On January 19, 2020, the National Development and Reform Commission and the Ministry of Ecology and Environment issued a new version of the plastic restriction order- "Opinions on Further Strengthening the Control of Plastic Pollution", which completely banned the import of waste plastics, and the output of plastic products encountered a bottleneck.

Plastic products refer to various products that use synthetic resin (polymer compounds) as the main raw material and are processed by extrusion, injection, blow molding, calendering, laminating and other processes, and use recycled waste plastics to process and reproduce plastic products.

According to data from the National Bureau of Statistics, from 2017 to 2018, China's plastic products experienced a sharp decline.

The changes in domestic plastic product output have a great relationship with the import of waste plastics.

Beginning in July 2017, China announced to the world that it would no longer accept 24 types of imported solid waste, including waste plastics, waste paper, waste slag, waste textiles, and waste slag.

On April 18, 2018, the Ministry of Ecology and Environmental Protection, the Ministry of Commerce and other four ministries and commissions jointly deliberated and announced the announcement on adjusting the "Imported Waste Management Catalog", removing industrial-source waste plastics from the "Restricted Imported Solid Waste Catalogue" Imported into the "Catalogue of Prohibited Imports of Solid Wastes", which will be implemented from December 31, 2018.

In 2019, Southeast Asian countries have become the waste plastic acceptance regions in Europe and the United States, and domestic waste plastic imports have shifted from European and American markets to Southeast Asian markets.

In addition, China's introduction of waste sorting policies in 2019 has promoted the growth of waste plastic recycling to a certain extent, and promoted the growth of plastic products output.
