Plastic pollution prevention has become a new consensus on global governance
The United Nations has continued to pay attention to the problem of plastic pollution since 2011, and officially announced the launch of a global anti-plastic pollution action in 2018.
The scientific research ship "Xiangyanghong 06" arrived in Qingdao on December 1, 2017 from the polymetallic nodule mining area in the East Pacific, and completed the first marine survey voyage (China Oceanic 47 voyage) of the China Minmetals International Seabed Contract Area.
After the meeting, relevant countries and regions have taken a series of actions.
Plastic pollution prevention is a strategic need
Xu Zhengzhong, deputy dean of the International Strategic Research Institute of the Central Party School, believes that although many countries have adopted measures to ban plastics and some international cooperation platforms have also issued joint action initiatives, the prevention and control of plastic pollution has not yet formed a global unified rule and action.

Second, embedding institutional strategies in the world's power vacuum zone demonstrates China's active position against unilateralism and safeguarding the multilateral system.
Third, actively promote the values of China's ecological civilization and promote the global formation of the concept of green development.
Finally, it is conducive to promoting the sustainable development of China's plastics industry and trade.

In order to enhance China’s ability to set new issues in the international governance framework and expand its international strategic influence, it can work with interested members to discuss under the WTO framework, and jointly promote the efforts of all parties to deal with marine plastic pollution through trade-side cooperation.
At the same time, China should initiate relevant technical discussions with other interested members in the WTO as soon as possible, and gradually attract more members to participate, and strive to issue a ministerial statement at the 12th WTO Ministerial Conference in June 2020.
