Recently, the Zhejiang Provincial Development and Reform Commission, Economic and Information Technology Department, the ecological environment, the Office of Emergency Management jointly issued the "speed up the Yangtze River Economic Belt chemical industry pollution prevention and green development work program in Zhejiang Province", since 25 October 2020 It will come into effect today.

According to the plan, by 2020, a number of chemical companies in environmentally sensitive areas such as urban built-up areas, urban densely populated areas and various protected areas will be shut down and relocated, and the identification of chemical parks will be completed in stages .

The plan emphasizes the prohibition of new chemical parks, the prohibition of new and expansion of high-polluting chemical projects outside the chemical parks (chemical clusters), and restricting new production capacity in high-polluting and surplus industries such as fertilizer, calcium carbide, caustic soda, and polyvinyl chloride, and limiting high volatility Organic compounds (VOCs) discharge chemical construction projects, and it is forbidden to build projects that are eliminated and restricted.

The plan proposes to compile and implement the development plan for the chemical industry in Zhejiang Province, straighten out the industrial development chain of various regions, and form a rational layout of inter-regional industries and an upstream and downstream linkage mechanism.

The plan requires that by the end of 2020, a comprehensive evaluation index system for chemical parks (chemical clusters) should be established and improved, and classified management and control should be implemented.
