Shandong strictly controls new production capacity in 9 chemical industries including ammonium phosphate and urea

The General Office of the Shandong Provincial Government issued the "Notice on Promoting the Structural Adjustment of the Petrochemical Industry to Promote Transformation and Increase Benefits", requiring strict control of the new production capacity of 9 chemical industries including oil refining and tires, supporting areas with better basic conditions, and carrying out petrochemical industrial base planning or Preliminary work for ethylene, aromatics and other projects.
The "Notice" requires strict control of the newly increased production capacity of oil refining, tires, urea, ammonium phosphate, calcium carbide, caustic soda, polyvinyl chloride, soda ash, yellow phosphorus, etc.
Relevant departments and financial institutions shall not handle land (sea area) supply, energy assessment, environmental assessment and new credit granting services.
For advanced technological transformation and upgrading projects that meet the requirements of the policy, equivalent or reduced replacement will be implemented.
The approval or filing of all new construction, reconstruction and expansion projects in the chemical industry shall be implemented in accordance with the requirements of the "Overall Plan for the Transformation and Upgrading of Safety in Production in Shandong Chemical Industry".
