On October 26, the Shanghai Municipal Science and Technology Commission and other six departments issued the "Shanghai Science and Technology Support Carbon Peak and Carbon Neutrality Implementation Plan"
.
The Plan proposes that by 2025, an innovation system in carbon neutrality and related fields will gradually take shape, with 100 low-carbon key core technologies in key industries and fields such as energy and industry, 10 major demonstration projects and projects completed, 10 key laboratories and 5 green technology innovation centers in carbon neutrality related fields will be built, and the energy efficiency of major energy-consuming products and major industries will reach international and domestic advanced levels
.
In order to ensure the realization of the above goals, ten major actions will be implemented, including scientific and technological support actions for green and low-carbon energy transformation, breakthrough actions for low-carbon and zero-carbon industrial process reengineering, and scientific and technological innovation actions
to improve carbon negative technical capabilities.
Among them, the low-carbon and zero-carbon industrial process reengineering technology breakthrough action will target the green and low-carbon development needs of key industrial industries such as steel and chemical industry, with raw material fuel substitution, short-process manufacturing and low-carbon technology integration coupling optimization as the core, leading the zero-carbon and low-carbon reengineering
of high-carbon industrial processes.
The action aims to reduce carbon emissions throughout the life cycle of products, strengthen the production of high-quality industrial products and the research and development of key technologies for circular economy, and accelerate zero-carbon integration and innovation across departments and
fields.
By 2030, Shanghai will form a number of low-carbon and zero-carbon industrial technological innovation achievements, effectively support energy conservation and carbon reduction in the steel and chemical industries, and realize the large-scale industrial application of
low-carbon process reengineering technology.
In the low-carbon and zero-carbon technology demonstration action, the Shanghai Chemical Industry Park will increase the utilization of by-product hydrogen, explore the electrolysis of renewable energy such as solar energy and wind energy to produce hydrogen, focus on demonstrating diversified hydrogen production technologies, accelerate the application of new energy materials and carbon dioxide resource utilization technologies, promote the demonstration of process reengineering technologies such as low-carbon raw material substitution, explore and increase the proportion of bio-based and waste-based raw materials, support the construction of Shanghai International Chemical New Materials Innovation Center, and support the construction of a green and low-carbon demonstration park
in Shanghai Chemical Industry Park.
