[ Policies and Regulations of Chemical Machinery Equipment Network ] According to the work arrangements for the formulation and revision of the ecological environment monitoring standards in 2021, the China Environmental Monitoring Center is entrusted by the Department of Ecological Environment Monitoring of the Ministry of Ecology and Environment and is now open to national ecological environment monitoring institutions, industry associations, scientific research institutes, and colleges Colleges and universities, etc.

Scope of solicitation

The key areas for the establishment and revision of the ecological environment monitoring standards in 2022 include:

(1) Meet the urgent needs of the implementation of emission standards and risk control standards

Exhaust gas isophorone, acetonitrile, ethylene glycol, ethylene oxide, propylene oxide, epichlorohydrin, dichloroacetylene, dimethyl sulfate, vinyl acetate in the "Petrochemical Industry Pollutant Emission Standard" , Maleic anhydride, phthalic anhydride, tetrahydrofuran and other pollutants analysis method standards;

2.
The analysis method standard of total organic carbon (TOC) in the "Cement Kiln Co-processing Solid Waste Pollution Control Standard";

3.
Atrazine analysis method standard in "Soil Environmental Quality Construction Land Soil Pollution Risk Control Standard (Trial)";

4.
Technical requirements for continuous on-line monitoring instruments and systems for HCl and CO exhausted from fixed pollution sources in the Standard for Pollution Control of Domestic Waste Incineration .

(2) Support the formulation and revision of emission standards

The analytical method standards for fixed pollution source waste gas and unorganized emission of phosphorus pentoxide that are to be stipulated in the "Ink Industry Pollutant Discharge Standard" and "Inorganic Phosphorus Chemical Industry Pollutant Discharge Standard";

2.
The analytical method standard of phosphorus oxychloride proposed in the "Comprehensive Emission Standard of Air Pollutants" that is being revised;

3.
The analytical method standards for phosphine and arsine that are to be specified in the "Electronic Industry Air Pollutant Emission Standards" that are being formulated

(3) Supporting pollutant discharge permits and supervision and law enforcement

Technical specifications for online monitoring and comparison of pollution sources;

2.
Analysis method standards for waste water flow, fixed pollution source waste gas particulate matter, flow rate, humidity, oxygen content and other items.

(4) Supporting the control of VOCs and particulate pollution

1.
Related standards for monitoring VOCs and non-methane total hydrocarbons in ambient air and exhaust gas;

VOCs leakage monitoring related standards;

Technical specifications for remote sensing monitoring;

　　4.
Relevant standards for the monitoring of atmospheric particulate matter components;

Technical specifications for radar monitoring and mobile monitoring.

　　(5) Supporting international compliance and monitoring of new pollutants

Fulfill the relevant monitoring standards of international conventions on greenhouse gases, persistent organic pollutants, mercury and other fields;

Relevant monitoring standards for chemical substances in the "List of Priority Control Chemicals";

　　3.
Related monitoring standards for new pollutants.

　　(6) Support the implementation of other key tasks

Relevant standards for ecological quality monitoring;

Technical specifications for monitoring solid waste, soil, noise, agricultural non-point source pollution, and atmospheric ammonia;

Technical specifications for environmental quality assessment of drinking water sources, groundwater and soil.

Related matters and requirements

The project proposal must be a relevant project within the "1.
Scope of Solicitation", and the project proposal unit should fill in the "National Ecological Environment Standards Formulation and Revision Project Proposal Form" (see attachment) and affix the unit's official seal.

　　2.
The project proposal unit should send the project proposal form to bz@cnemc.
cn (file naming format: 2022 project proposal form-XX unit) before June 11, 2021.

　　3.
Each project proposal form is limited to one project.

　　4.
The proposal form must be stamped and confirmed by the unit, and the PDF stamped version and the Word version should be sent to the designated mailbox.

　　5.
The time when the PDF stamped version of the project proposal form is received shall prevail, overdue will not be accepted.
