South Korea's list of candidate substances authorized under K-REACH announced: the first batch of 11 substances

On November 23, 2022, the Ministry of Environment of the Republic of Korea issued Announcement No.
2022-671 announcing the list of authorized candidate substances and the confirmation method
of related information.

So what exactly is an authorized substance? What are the criteria for the designation of authorized substances? In addition, what are the processes required to become an authorized candidate on the Announcement List?

Authorized substance designation process

According to Article 25 of Korea's K-REACH, key controlled substances and other hazardous substances that are confirmed to be potentially hazardous substances can be designated as authorized substances, and authorized substances must be authorized by the Minister of Environment before they can be manufactured, imported and used

Submissions: They can be divided into the following categories, and they can choose whether to keep the submissions confidential according to their own wishes

❶ Have different opinions on the harmful information disclosed;

❷ Have a different opinion on the use or have additional uses;

❸ Have a different opinion or additional exposure information about the exposure information;

❹ Alternative substances and technologies for different purposes have limitations in the current application and development;

❺ Disagreement or additional information on the type of person who may be exposed to the chemical in the course of handling the chemical;

❻ Information on the socio-economic impact of designation as an authorized substance;

❼ Differences of opinion on the scale of business in Korea;

❽ Opinions on uses that can be manufactured, imported, and used without authorization (authorized exempted uses) and opinions on applications that require authorization but grant a corresponding brownout period for manufacturing, import, and use (authorization grace period).
