Conduct intensive discussions and propose practical solutions to lay a solid foundation for the quality inspection centers to perform fertilizer supervision and random inspections in 2016.
The fertilizer supervision and spot check is an important work carried out by the Ministry of Agriculture to strengthen the fertilizer quality management and implement the fertilizer registration management to transform from pre-monitoring to post-monitoring.
To ensure the smooth implementation of this work, the meeting put forward three requirements.
First, the quality inspection centers that undertake the supervision and spot check tasks shall carry out supervision and spot checks in accordance with the principles of fairness and impartiality, and the samplers and enterprises under spot check strictly follow the principle of "double randomness".
The second is to strictly follow the "Product Quality Supervision and Random Inspection Management Measures" and other relevant laws and regulations, formulate detailed inspection work rules as soon as possible to standardize sampling personnel, sample extraction, sampling methods, on-site evidence collection, sample transportation and confirmation, inspection quality control, result confirmation and reporting And other key links to ensure that the results of supervision and random inspection are true, accurate and credible.
At the same time, the relevant staff involved in the supervision and spot checks must strictly abide by the work discipline and strictly prohibit accepting banquets from local or spot-checked enterprises during the sampling process.
Third, while the quality inspection centers undertaking the supervision and spot check work seriously, they should further strengthen the supervision of fertilizer quality in their jurisdictions by conducting regular or irregular fertilizer market supervision and spot checks, special investigations, etc.
