On the 20th, the National Energy Administration issued the "Notice of the National Energy Administration on Matters Concerning the Development and Construction of Wind Power and Photovoltaic Power Generation in 2021" (hereinafter referred to as the "Notice").
The relevant person in charge of the New Energy Department of the National Energy Administration answered reporters' questions on related issues.
The person in charge said that in order to promote the development of household photovoltaic power generation, there are still subsidies for household photovoltaic power generation this year, with a budget of 500 million yuan for fiscal subsidies.
The "Notice" proposes that in 2021, the national wind power and photovoltaic power generation will account for about 11% of the total electricity consumption of the society, and follow up year by year to ensure that non-fossil energy consumption will account for about 20% of primary energy consumption in 2025.

The "Notice" requires that the weight guidance mechanism for the consumption of renewable energy power should be strengthened.
In accordance with the principle of goal orientation and responsibility sharing, and in accordance with the goals of the "14th Five-Year Plan", formulate and release the responsibility weights of renewable energy power consumption and the reasonable utilization rate of new energy in each provincial administrative region, and guide the provincial energy authorities to follow Regional non-hydropower renewable energy power consumption responsibility weight and reasonable utilization of new energy targets, actively promote the construction of wind power and photovoltaic power generation projects and cross-provincial power transactions in the province (region, city), and determine the province (region, city) to complete non-hydropower The annual grid-connected scale and newly-approved (recorded) scale of new wind power and photovoltaic power generation projects necessary for the minimum consumption responsibility weight of renewable energy power shall be carefully organized and coordinated to do a good job in project development, construction and storage.
Establish a diversified guarantee mechanism for grid connection such as guaranteed grid connection and market connection.
All provinces (autonomous regions and municipalities) complete the new grid-connected projects necessary for the annual non-hydropower minimum consumption responsibility weight, and the grid companies will implement guaranteed grid-connection.
The scale of guaranteed grid-connection in 2021 shall not be less than 90 million kilowatts.
The scale of guaranteed grid connection can be replaced between provinces.
