In the future, the production, operation and use of all diesel fuel shall be subject to relevant administrative licenses in accordance with hazardous chemicals, such as production licenses, business licenses, and use licenses (except for the use of fuel).

It is understood that diesel is divided into two categories
: light diesel and heavy diesel.
According to the freezing point classification, light diesel has six grades of 5, 0, -10, -20, -35 and -50, and heavy diesel has three grades of 10, 20 and 30

Among them, diesel 10, 5, 0, -10, -20 brand closed flash point ≥ 55 °C

According to the previous relevant regulations, only -20 and below brand of automotive diesel belongs to the category of
hazardous chemicals.
Since diesel has always been a product between hazardous chemicals and non-hazardous chemicals, some enterprises or individuals use "high flash point diesel is not a hazardous chemical" to evade supervision

The first is the diesel trade
.
All diesel is included in the supervision of hazardous chemicals, and the trade link must obtain a hazardous chemical business license, and those without hazardous chemical certificates and only "refined oil wholesale (excluding hazardous chemicals)" in the original business scope will be centrally rectified or removed

The entry threshold for diesel trade has been greatly increased, and the market trade share will be greatly reduced
in the short term.
The second is mainly engaged in wholesale and upstream links of refineries

For traders and distributors who do not have diesel projects in the hazardous chemical certificate, they will not be able to purchase diesel from the main business, so it is not ruled out that the qualification requirements for customers in the later stage will be increased

Due to the formalization of intermediate trade links, the market customer group has sharply decreased, and the share of sales volume of the main wholesale link will decline

.
Gasoline at northern gas stations is often transported and stored together with -20 and below grades of diesel, and the relevant business qualifications are relatively perfect, so the new policy has little impact on it

However, some private gas stations in the south lack diesel projects in terms of qualifications, and these may apply for new hazardous chemical business licenses, otherwise diesel business
is not allowed.
As the market share of the intermediate trade end decreases, the market share of the retail end will increase, so the new policy will benefit the gas station link
to a certain extent.
The fourth is the terminal special oil link

For some large amounts of oil, it is necessary to go through the relevant procedures before storing diesel
fuel in their construction sites.
After diesel is fully included in the management of hazardous chemicals, some special oil self-burial tanks and mobile fuel trucks will be effectively treated, and some of the diesel foreign operations or trade behaviors that use their own convenience will be cracked down
