The Ministry of Ecology and Environment revised the "Notice on Strengthening the Environmental Impact Assessment of Industrial Park Planning" and formed the "Opinions on Further Strengthening the Environmental Impact Assessment Work of Industrial Park Planning" ( Referred to as the "Opinions" ) , and was officially released recently.

The "Opinions" contains 6 parts and 21 articles in total .

Compared with the previously issued "Notice on Strengthening the Environmental Impact Assessment of Industrial Park Planning", the "Opinions" have more prominent three characteristics.

The first is to adhere to the principle of "simplification" and fully implement the requirements of "decentralization, management and service".

Simplified the types of industrial parks that carry out planning environmental impact assessment, explored and proposed ways to link planning environmental impact assessment review with ecological environment zoning management and control, and clarified the simplified conditions, simplified principles, content, and reform pilot requirements for the environmental impact assessment of construction projects in the park.

 

The second is to grasp the idea of ​​"union" and coordinate the work of "three lines and one order", planning environmental impact assessment, project environmental impact assessment and pollutant discharge permit.

In order to ensure the smooth implementation of the "Opinions", the person in charge mentioned that the Ministry of Ecology and Environment will strengthen publicity and training, organize training for local ecological and environmental authorities, planning and environmental assessment preparation agencies, planning preparation agencies, and related experts ; develop industry Follow up and supervise the work of planning environmental impact assessment work, establish and improve the long-term mechanism of planning environmental impact assessment quality supervision, and regularly schedule the development and implementation of planning environmental impact assessment and follow-up assessment of industrial parks; ecological and environmental authorities at all levels may find problems with the quality of planning environmental assessment preparations according to law.
