      What cannot be ignored is that “some places did not fully consider the impact of carbon peak and carbon neutral factors when formulating the '14th Five-Year Plan'.


      It is understood that in the recent central environmental inspections, Shanxi, Anhui and other places have blindly launched the "two highs" projects regardless of the environmental carrying capacity.
