The impulse for local investment still exists, experts suggest to increase source control
The carbon peak "1+N" policy system is accelerating to surface, and the road map is gradually becoming clear.
Under the "dual carbon" target, relevant central departments and local governments have stepped up efforts to strictly control the "two highs" (high energy consumption and high pollution) projects and launched a new round of investigation and cleanup.
my country proposes to strive to achieve a carbon peak by 2030 and achieve carbon neutrality by 2060.
"At present, we are working hard to prepare an action plan for peaking carbon emissions by 2030, studying and formulating implementation plans for peaking carbon emissions in industries and fields such as electricity, steel, non-ferrous metals, petrochemicals, building materials, construction, and transportation, and actively planning green and low-carbon technological breakthroughs.
Recently, Li Xinchuang, Secretary of the Party Committee and Chief Engineer of the Metallurgical Industry Planning and Research Institute, revealed that the steel industry’s carbon peak and carbon reduction action plan has been revised and submitted to relevant ministries and commissions.
The place is also planning intensively.
The reporter of "Economic Information Daily" noticed that under the "dual carbon" goal, increasing energy consumption "dual control" has become the highlight.
Following the proposal on April 30 to resolutely curb the blind development of the “two highs” projects, the National Development and Reform Commission held a meeting again on May 13 to address Zhejiang, Guangdong, Guangxi, Yunnan, Qinghai, and Qinghai provinces where energy intensity did not drop but increased in the first quarter.
Various localities have also intensively introduced policies and measures to intensify the investigation and rectification of the "two highs" projects.
Zhang Weiguo, director of the Economic Research Institute of the Shandong Academy of Social Sciences, believes that under the constraints of the carbon peak goal, the policy environment has brought requirements for low-carbon product design, low-carbon raw material substitution, production process upgrades, and energy efficiency improvements.
What cannot be ignored is that “some places did not fully consider the impact of carbon peak and carbon neutral factors when formulating the '14th Five-Year Plan'.
It is understood that in the recent central environmental inspections, Shanxi, Anhui and other places have blindly launched the "two highs" projects regardless of the environmental carrying capacity.
