According to the National Development and Reform Commission on November 16, the National Development and Reform Commission, the National Bureau of Statistics and the National Energy Administration recently jointly issued the Notice on Further Doing a Good Job in the Control of New Renewable Energy Consumption from Total Energy Consumption Control (hereinafter referred to as the "Notice"
).
The Notice clarifies that renewable energy that is not included in total energy consumption mainly includes renewable energy
such as wind power, solar power generation, hydropower, biomass power generation, and geothermal power generation at this stage.
The Notice requires that the new renewable electricity consumption in each year during the 14th Five-Year Plan period compared with the previous year be deducted
when assessing the total national and local energy consumption, based on the renewable energy electricity consumption consumption in each region in 2020.
The renewable energy green electricity certificate (hereinafter referred to as "green certificate") represents the environmental value of renewable energy electricity, is the only certificate of renewable energy electricity consumption in China, and is also an international practice
.
The Notice clearly uses green certificates as the basic certificate
for the determination of renewable energy electricity consumption.
The scope of green certificate issuance covers all renewable energy power generation projects, and the green certificate can be transferred in principle, and the transfer rules are formulated
separately.
The renewable energy consumption of each provincial-level administrative region shall be based on the green certificate of the current year held by the type of electricity user in the province as the benchmark for relevant accounting work, and the renewable energy consumption of enterprises shall be based on the green certificate of the current year held by the enterprise as the benchmark
for relevant accounting work.
The Notice proposes that in the 14th Five-Year Plan provincial people's government's energy conservation target responsibility assessment assessment, the new renewable energy electricity consumption will be deducted from the total energy consumption of each region, but it will still be included in the energy intensity assessment
.
In order to ensure the smooth implementation of the new renewable energy electricity consumption is not included in the total energy consumption control, the Notice clarifies the data reporting and accounting mechanism, and the National Energy Administration provides the National Bureau of Statistics with the preliminary figures of renewable energy electricity consumption in the whole country and regions at the end of January each year, and the final figures
before the end of April.
Before the end of June, the National Bureau of Statistics and the National Energy Administration will finalize the data
on the consumption of new renewable energy.
