Yesterday (November 18, 2019) at 10:00 local time in Bangkok (11:00 Beijing time), the United Nations Environment Programme (UNEP) United Nations Environment Assembly set up an open-ended opening for marine litter and microplastics at the third session of the United Nations Environment Assembly.
The third meeting of the Ad Hoc Expert Group (whose mandate was extended at the fourth session of the Environment Assembly) opened at the United Nations Conference Centre in Bangkok and is expected to conclude by 6 pm (Bangkok time) on Friday, 22 November work
.
The previous two expert group meetings were held in Nairobi, Kenya, on May 29-31, 2018, and Geneva, Switzerland, on December 3-7, 2018
.
After the agenda of the meeting was finalized, the Bureau first introduced the work carried out by the Open-ended Ad Hoc Expert Group during its first and second meetings in 2018, the fourth United Nations Environment actions, and related developments in 2019
.
This was followed by general remarks by the participants
.
The main agenda of the meeting includes:
1.
Mapping all UN agencies, programmes, initiatives and expertise dealing with marine litter, including plastic litter and microplastics
.
Paragraph 8 of resolution 4/6 invited the Environmental Management Group to participate in and contribute to the work of the Ad Hoc Open-ended Expert Group on Marine Litter and Microplastics, including providing Mapping of institutions, programmes, initiatives and other sources of expertise; accordingly, the Ad Hoc Open-ended Expert Group is invited to consider document UNEP/AHEG/2019/3/INF/5 on progress in mapping all United Nations agencies, programmes, initiatives and other sources of expertise on plastic waste and microplastics)
.

Presentation of activities under UN Environment Assembly resolution 4/6 on marine plastic litter and microplastics
.
Pursuant to paragraph 7 of its resolution 4/6, the Environment Assembly decided to extend the mandate of the Ad Hoc Open-ended Expert Group on Marine Litter and Microplastics established by The ad hoc expert group on membership builds on previous work to carry out the activities described in subparagraphs 7 (a) to 7 (d) of the resolution
.
Pursuant to paragraph 2 of its resolution 4/6, the Environment Assembly requested the Executive Director of UNEP to, subject to resources permitting, draw on the work of existing mechanisms to adopt without delay, as set out in paragraphs 2 (a) to 2 (d) of the resolution activities to enhance scientific and technical knowledge on marine litter, including marine plastic litter and microplastics
.
Invites the Ad Hoc Open-ended Expert Group to provide general comments on activities pursuant to resolution 4/6, with a particular focus on segment
.
The ad hoc open-ended expert group may wish to consider subparagraphs 7 (a), (b) and (d) and specific activities under subparagraph 2 (b) in subgroups in preparation for the final consideration in plenary
.
In considering these subparagraphs, participants may wish to take into account subparagraph 7(c), which invites the Open-ended Ad Hoc Expert Group to encourage partnerships for activities such as Awareness and promotion of innovations related to the prevention of marine litter, including plastic litter and microplastics, as a cross-cutting issue
.
(a) Evaluation work
An open-ended ad hoc expert group will be invited to report on UNEP/AHEG/2019/3 entitled “Approach to the assessment of activities and actions by relevant donors to eliminate waste to the ocean in the long term and reduce marine plastic litter and microplastics” Consider, on the basis of document /2, subparagraph 7 (a) of resolution 4/6, in which the Group of Experts was requested to assess the current Activities and actions to reduce marine plastic litter and microplastics in order to end the discharge of waste into the ocean in the long term
.
(b) Technical and financial resources or mechanisms
The Ad Hoc Open-ended Expert Group will be invited to consider document 4/6 on the basis of document UNEP/AHEG/2019/3/3 entitled “Identification of financial resources and mechanisms to support countries in addressing marine plastic litter and microplastics” Subparagraph 7 (b) of resolution 1999, which requested the Group of Experts to identify technical and financial resources or mechanisms to support countries in addressing marine plastic litter and microplastics
.
The Ad Hoc Open-ended Expert Group will be invited to continue its consideration of resolution 4/6, resolution 7 (b ) segment
.
(c) Methods of assessing efficacy
An open-ended ad hoc expert group will be invited to discuss UNEP/AHEG/2019 entitled “Proposed methodologies for analysing the effectiveness of existing and potential response options and activities in promoting the long-term elimination of marine plastic litter and microplastics into the ocean” Considering, on the basis of document /3/5, subparagraph 7 (d) of resolution 4/6, which requested the expert group to analyse the effectiveness of existing and potential responses and activities at all levels to address marine litter and microplastics, to determine their contribution to solving this global problem
.
(d) Scientific Advisory Committee
The Ad Hoc Open-ended Expert Group will also be invited to discuss progress in assessing sources, pathways and hazards of waste, including plastic waste and microplastic pollution: approaches and structures Consider, on the basis of document /6, subparagraph 2 (b) of resolution 4/6, in which the Executive Director is requested to build upon the work carried out by existing mechanisms, resources permitting, inter alia, by compiling existing Scientific data and information, and other relevant data and information, to draft an assessment report assessing the sources, pathways and hazards of litter, including plastic litter and microplastic pollution and such pollution in rivers and oceans, on adverse impacts on ecosystems Scientific knowledge, possible adverse effects on human health, and environmentally sound technological innovations to enhance scientific and technical knowledge on marine litter, including marine plastic litter and microplastics
.

The Ad Hoc Open-ended Expert Group may also consider any other matters relevant to its work

4.
Identify options for preparation for the fifth session of the United Nations Environment Assembly
.
The Ad Hoc Open-ended Expert Group will be invited to identify options for next steps for consideration at its fourth meeting
.
A document reflecting the outcome of the meeting will be attached to the final report of the meeting
.
The final report will be approved by the Bureau Rapporteur
