Shanghai's strengthening of the management of self-funded drugs began in 2017, in accordance with the Notice on Further Strengthening the Administration of The Purchase and Use of Self-funded Medicines by The City's Medical Insurance Designated Medical Institutions (Shanghai People's Social Medicine (2017) 263 No. 1) explained that its main purpose is to "put an end to commercial bribery violations, effectively reduce the city's self-costed drugs "falsely high" prices, reduce unnecessary out-of-the-money drug procurement and use, promote clinical rational drug use, and further reduce the burden of self-costed drugs for insured personnel."
Since 2017, Shanghai has fully implemented the "variety direct network, price agreement deal" of the self-financing drugs purchased through the sun platform, that is, pharmaceutical production enterprises (or entrusted enterprises, the same between) take the initiative to provide the sun platform with basic information on drugs and price information in other provinces and cities, medical institutions must and production enterprises through the sun platform to determine the transaction price, and the transaction price in the sunshine platform after public procurement.

3. Physicians who issue self-funded medicines to patients, whether purchased in or out of hospital, shall improve the records of the use of self-funded medicines in outpatient, inpatient and electronic medical records in accordance with the relevant requirements of the Basic Code for the Writing of Medical Records and the Regulations for the Application of Electronic Medical Records (Trial).
4. Medical institutions shall incorporate the self-funded medicines used by patients for medical treatment into the internal management of hospitals, issue corresponding bills for all medical expenses submitted by patients, and shall be managed in accordance with the relevant financial regulations, and the amount of out-of-the-money medical expenses shall be fully included in the cash payment column, and the relevant departments such as medical insurance and health planning shall be uploaded truthfully in accordance with the provisions.
