On August 5, 2022, Canada issued Circular GSPS/N/CAN/1435/Add.
    1, G/SPS/N/CAN/1436/Add.
    1, G/SPS/N/CAN/1437/Add.
1, which determined the revised maximum residue limits (MRL) for Topramezone, Pyraclostrobin and Fluopyram in selected foods.
The relevant limit requirements will take effect
    on July 27, 2022.

    Revisions

    Benzozolylone

Canada revised the MRL of benzazoloxamine for poultry fats and meat by-products, rapeseed, poultry eggs and meat, as shown in Table 1
    .
China's National Standard for Food Safety Maximum Residue Limits for Pesticides in Food (GB 2763-2021) does not set a limit standard for
    benzoxazolone in related products.
Benzazoleone, is an inhibitor of hydroxyphenylpyruvate dioxidase (HPPD) inhibitor form herbicide, with a wide spectrum of herbicide, high activity, long aging and strong mixability, etc.
, mainly used for the control of maize field grass weeds and broad-leaved weeds, resistant to glyphosate, triazine, acetyl lactate synthetase (ALS) inhibitors and acetyl CoA carboxylase (ACCase) inhibitors of weeds with good effect
    .

    Glycolacterium pyrazole esters

Canada revised the MRL of pyrazole ether ester in papaya, southern European hawthorn fruit, fresh onion, Belzville bunches of onions, yellow cauliflower and other products, China's "National Food Safety Standard Maximum Residue Limit of Pesticides in Food" (GB 2763-2021) has formulated some product limit standards for pyrazole ether ester, and Canada has strict limits for pyrazole ether ester in papaya, fresh onion, yellow cauliflower and other products
    .
    See Table 2
    for details.
Pyrazole ether ester, is a methoxyacrylate broad-spectrum fungicide, by inhibiting the respiration of pathogenic mitochondria caused by death, a variety of diseases caused by fungi have a good preventive and therapeutic effect, widely used in wheat, peanuts, rice, vegetables, fruit trees, tobacco, tea trees, ornamental plants, lawns and other crops
    .
Pyrazole ether is also a plant health product that has the effect
of facilitating crop growth, enhancing crop tolerance to the environment, and increasing crop yield.
In addition, there have been studies showing that pyrazole ether ester is highly
toxic to aquatic organisms and silkworms.

    Flupiramide

Canada revised the MRL of flupiramide in cereals (except rice and corn), rapeseed, popcorn grain and other products, China's "National Standard for Food Safety Maximum Residue Limits for Pesticides in Food" (GB 2763-2021) has set limits for some products of flurumide, and Canada has set limits for flurumide in rapeseed and some corn products
    .
    See Table 3
    for details.
Flupiramide, is a succinate dehydrogenase inhibitor (SDHI) fungicide, nematicide, in addition to the prevention and control of grapes, pear trees, bananas, apples, cucumbers, tomatoes and other fruits and vegetables of leaf spot disease, gray mold, powdery mildew, brown rot, downy mildew, etc.
, can also be used in a variety of crops for the control of nematodes
    .
Flupiramide is versatile and can also be used as a seed treatment agent, a storage preservative for agricultural products, etc
    .

    Registration of three pesticides

After checking the China Pesticide Information Network, 3 kinds of pesticides such as benzozoctone, pyrazole ether ester and flupiramide are registered in China, and pyrazole ether ester is the most widely used, with a total of 719 registered single agents and mixed products, and 77 registered crops; It is followed by benzazolone, with 26 registered products and 2 registered crops; Flupiramide registered products are relatively small, only 2 single doses and 5 mixtures, but there are more registered crops, 26 species
    .
    Customs recommendations

In view of the above situation, Customs will pay close attention to the impact of Canada's revision of the MRL of three pesticides, benzoaxilone, pyrazole ester and flupiramide, and issue early warning information
    in a timely manner.
    It is also recommended that:

    First, China's agricultural and food products enterprises exported to Canada to strengthen self-inspection and self-control, implement the main responsibility of enterprise food safety, strictly follow the relevant limit requirements to standardize the use of pesticides, and ensure that export products meet the standards of importers;

    Second, for relevant pesticides and products that Canada has formulated but China has not formulated limit standards, it is recommended that the competent agricultural authorities conduct risk assessment in a timely manner and study and formulate relevant standards;

The third is to invite relevant departments to actively study the alternatives of benzolaxone, pyrazole ether ester and flupiramide in the planting process of related products, standardize the use of pesticides in the planting process, and avoid the negative impact of Canada's new limit standards on the export of
    related products in China.
