18) and the General Office of the Municipal Government on the Implementation Plan for Promoting the High-quality Development of Public Hospitals in Shanghai (Shanghai Banfa [2021] No.
31), the pilot work
of high-quality development of public hospitals in Shanghai has been carried out.
The notice is as follows:

 

First, the pilot objectives

 

Implement the relevant deployment and requirements of the state and the city to promote the high-quality development of public hospitals, further establish and improve the modern hospital management system through in-depth pilots, strengthen system innovation, technological innovation, model innovation and management innovation, and promote the development mode of public hospitals from scale expansion to quality and efficiency, the operation mode from extensive to refined management, and resource allocation from focusing on material elements to paying more attention to talents Technology, strengthen the coordination and linkage of municipal, district, and community medical institutions, build a functional, humanized and intelligent medical service system that matches the positioning of urban functions, create a "Shanghai plan" for the high-quality development of public hospitals, and improve the sense of gain and satisfaction

Second, the scope and time of the pilot

 

On the basis of the recommendation of each district and the main body of medical treatment, the Municipal Health Commission (Municipal Medical Reform Office, the same below) together with relevant departments will select and identify 40 public medical institutions with strong sense of reform, innovative momentum, solid disciplinary foundation and large room for improvement as pilot projects for the high-quality development of public hospitals in the city; At the same time, 20 public hospitals were identified as pilot projects for counseling (Annex 1
).
The pilot work will be initiated from the date of issuance of this notice for a period of 5 years
.

 

2.
Pilot tasks

 

All districts, medical entities and pilots should focus on key areas and key links in accordance with the requirements of high-quality development of public hospitals, pay close attention to the implementation of tasks, and ensure that the work is effective
.

 

(1) Comprehensively and deeply implement the spirit of documents such as the state and the city to promote the high-quality development of public hospitals, promote the experience of medical reform in Sanming, Fujian, establish and improve the modern hospital management system, benchmark various reform requirements, strengthen exploration and innovation in light of the actual situation, ensure that various reform measures are effective, and explore scientific models and effective paths
for the high-quality development of public hospitals.

 

(2) The Municipal Health Commission, the Municipal Party Committee, the Municipal Education and Health Party Committee, the Municipal Development and Reform Commission, the Municipal Education Commission, the Municipal Science and Technology Commission, the Municipal Economic and Information Commission, the Municipal Finance Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Medical Insurance Bureau, the Municipal Drug Supervision Bureau and other departments should create favorable conditions for the pilot work, party building in public hospitals, deepening the central subsidy fund arrangement for medical reform, financial investment, discipline construction, talent training, salary approval, medical insurance support, Policy inclination support

All districts and medical entities should accelerate the transformation of government functions and refine the implementation of various policies and measures in accordance with the relevant requirements and division of responsibilities for promoting the high-quality development of public hospitals; It is necessary to implement the government's responsibility for running medical treatment, do a good job of guiding the work of the pilot, and supervise the implementation of the reform policy requirements of
the pilot.

 

(3) Each pilot project (including counseling pilots, the same below) should conscientiously implement the key tasks of high-quality development of public hospitals (Annex 2), fully implement the president responsibility system under the leadership of the party committee, and lead the high-quality development of public hospitals with party building; It is necessary to implement functional positioning, strengthen up-down referral and horizontal collaboration, and actively participate in the construction of an integrated medical and health service system; It is necessary to strengthen the construction of disciplines, make up for the shortcomings of professional specialties, and vigorously promote medical technology innovation; It is necessary to continuously improve the quality of medical care, innovate the medical service model, and comprehensively promote digital transformation; It is necessary to improve the level of refined operation and management, continue to optimize the structure of revenue and expenditure and the structure of diseases, and strengthen the construction of connotation; It is necessary to implement reform policies such as medical service prices, medical insurance payments, drug consumables recruitment, and personnel salaries, and ensure the implementation of various reform measures; It is necessary to strengthen cultural construction, create a medical environment full of humanistic care, and care for medical personnel

Third, the pilot requirements

 

(1) Strengthen organizational leadership and meticulously organize implementation

All relevant departments and districts should fully understand the importance of carrying out pilot projects for high-quality development of public hospitals, regard the pilot work as an important part of deepening medical reform, effectively strengthen organizational leadership, strengthen overall planning and coordination, and ensure the orderly development
of pilot work.
Each pilot project should strengthen the leadership and organization and implementation of the pilot work, with the main leaders taking the lead in taking charge, in accordance with the spirit of the relevant policies of the state and the city, improve the pilot work plan, refine the reform tasks, clarify the division of responsibilities, and do a good job in promoting implementation
.
Each pilot is requested to submit the pilot program (stamped version) recommended and approved by the pilot to the Municipal Health Commission before October 21, 2022

(2) Do a good job of follow-up and guidance, and strengthen monitoring and evaluation

All relevant departments and districts should increase policy support for pilot projects and do a good job in providing specific guidance for
policy convergence and implementation.
All district medical reform offices (district health commissions) should work with relevant departments in the district to strengthen the tracking and guidance of the pilot work, timely grasp the progress of the pilot work, actively study and solve the new situations and new problems that appear in the pilot work, and report the relevant situation to the Municipal Health Commission
