    China strengthens the control of non-medicinal narcotics and psychotic drugs

    The Office of the National Drug Control Commission recently informed the state of control of new psychoactive substances in China, as well as the implementation measures of the National Drug Control Office following the introduction of the Measures for the Regulation of Non-Drug Narcotic Drugs and Psychotic Drugs.
    The Measures for the Management of Non-Pharmaceutical Narcotic Drugs and Psychotic Drugs, which come into effect on October 1 this year, add 116 new psychoactive substances at a time, all of which are of great concern to the international community and cover eight major categories of new psychoactive substances in the world. The Measures provide that the control of non-medicinal hemp drugs, such as new psychoactive substances, shall be the main responsibility of the competent state drug control department, namely the Office of the National Anti-Drug Commission, and shall be adjusted in cooperation with the General Administration of Food and Drug Administration and the Health and Family Planning Commission. The evaluation work specification defines five assessment criteria, such as addiction or potential for addiction, harmfulness of drug use, illegality, abuse and proliferation of smuggling, abuse and proliferation, and social harm at home and abroad, and stipulates that the National Drug Control Office may initiate the management work in a timely manner according to the actual monitoring situation, from the risk assessment of the expert committee to the completion of the legislative process of the regulation generally does not exceed 9 months.
