In order to standardize the medical insurance management of traditional Chinese medicine formula granules, guide the healthy development of the industry, and better meet the clinical needs of traditional Chinese medicine, according to the "Announcement of the State Food and Drug Administration, State Administration of Traditional Chinese Medicine , National Health Commission and National Medical Insurance Bureau on Ending the Pilot Work of Traditional Chinese Medicine Formula Granules" "Fujian In the spirit of the relevant documents such as the Notice of the Fujian Provincial Health Commission, Fujian Provincial Medical Insurance Bureau on Printing and Distributing the Implementation Rules for the Administration of Traditional Chinese Medicine Formula Granules in Fujian Province (for Trial Implementation), the relevant matters concerning the medical insurance management of traditional Chinese medicine formula granules in our province are hereby notified as follows:

Strengthening procurement management

 

(1) Online declaration

 

1.
The traditional Chinese medicine formula granules used in the designated public medical institutions of medical insurance in our province shall be purchased and traded online through the Fujian Provincial Pharmaceutical Equipment Joint Price-Limited Sunshine Procurement Platform (hereinafter referred to as the provincial platform)
.

 

2.
The traditional Chinese medicine formula granules that have completed the listing sales record and the cross-provincial sales record in our province, as well as the traditional Chinese medicine formula granules that were originally sold in our province on a pilot basis before November 1, 2021, can be produced according to the original implementation standards .
Apply for listing on the provincial platform and implement price linkage according to the current national provincial minimum listing price of this product
.
The required application materials and related business processes will be notified separately by the Provincial Pharmaceutical and Equipment Joint Procurement Center (hereinafter referred to as the Provincial Pharmaceutical Acquisition Center)
.

The daily application of traditional Chinese medicine formula granules is accepted and released on a quarterly basis
.

 

　　(2) Delivery and settlement

 

　　1.
The network-connected enterprises can distribute by themselves, or they can entrust the distribution of pharmaceutical companies with storage and transportation conditions
.
The province is divided into 11 distribution areas according to administrative areas (ie: provincial area, Fuzhou area, Xiamen area, Zhangzhou area, Quanzhou area, Sanming area, Putian area, Nanping area, Longyan area, Ningde area, Pingtan area)
.
If a network-linked enterprise chooses to entrust the distribution, an enterprise designates a drug distribution company in the same area to distribute all the online-linked drugs of the enterprise
.

The payment settlement of traditional Chinese medicine formula granules in designated public medical institutions shall be settled on behalf of the medical insurance agency in accordance with the relevant provisions of the provincial drug joint price-limited sunshine procurement

Clarify the scope of medical insurance payment

 

　　The traditional Chinese medicine formula granules that meet the following conditions, after being reviewed by experts, will be included in the payment scope of the basic medical insurance fund of our province according to 70% of the sales price, and refer to the implementation of the limited payment scope of the corresponding traditional Chinese medicine pieces
.

 

　　(1) Complying with the national drug standards or Fujian provincial drug standards, and obtaining the provincial sales record or cross-provincial sales record certificate;

 

　　(2) It is sold and used in designated medical institutions;

 

　　(3) The corresponding varieties of Chinese herbal medicines have been included in the scope of medical insurance payment in our province

Other matters

 

　　(1) The traditional Chinese medicine formula granules purchased by public medical institutions in accordance with regulations shall be temporarily sold at an increase of no more than 15% of the actual purchase price
.

 

　　(2) After the production enterprise of traditional Chinese medicine formula granules has completed the registration for listing and sales of varieties according to the new standards, but has not completed the record of cross-provincial sales in our province within 3 months, the corresponding traditional Chinese medicine formula granules produced during the original pilot period shall not continue to be sold and used.
Submit an application to cancel the online suspension through the provincial platform in a timely manner
.

 

　　(3) After 6 months from the date of completion of the cross-provincial sales record in our province, the corresponding traditional Chinese medicine formula granules produced during the original pilot period shall not continue to be sold and used, and shall submit an application for cancellation of listing through the provincial platform in a timely manner
.

 

　　(4) The production enterprises of traditional Chinese medicine formula granules fail to submit application materials in a timely manner as required, apply for filing information update, online status change, price adjustment, and fail to strictly implement relevant regulations such as distribution, in accordance with the "Fujian Provincial Medical Security Bureau on the establishment of pharmaceutical prices .
