allocation of large-scale medical equipment in public hospitals, and the allocation of large-scale medical equipment in medical institutions run by social organizations, which meet the planning conditions and access qualifications, shall not be restricted for any reason (4) to control the scale of public hospitals and standardize the restructuring of public hospitals In accordance with the principle of total amount control, structural adjustment and appropriate scale, we should reasonably control the number and scale of public medical institutions, and expand the development space of social medical institutions Summarize the local practical experience, guide and standardize the reform of public hospitals, and avoid the loss of state-owned assets All localities should make clear the scope and quantity of government run hospitals, implement the responsibility of government investment, and strictly limit the scale of special needs services of public hospitals in combination with the regional health planning and the planning of medical institutions In the county, the social medical management should be combined with the reform of county-level public hospitals, and the main role of public hospitals and the complementary role of social medical management should be played to complement each other On this basis, in areas with rich public medical resources, we should institutions 2 Broaden investment and financing channels (5) strengthen financial support The social non-profit medical institutions that provide basic medical and health services shall be included in the scope of government subsidies, and the same subsidy policy as public medical institutions shall be implemented in the construction of key clinical specialties and personnel training Through the way of government purchase of services, support eligible social medical institutions to undertake local public health and basic medical services and related tasks assigned by the government, and gradually expand the scope of purchase The eligible social medical institutions shall be included in the first aid network, perform the mandatory tasks assigned by the government, and be compensated by the government according to the same treatment as the public medical institutions Encourage local governments to explore and establish incentive mechanisms for the organizers of social non-profit medical institutions (6) to enrich financing channels We will support social forces to run non-profit medical institutions, improve the corporate governance structure, and establish a modern hospital management system through franchising, public construction, private and public assistance and other modes Local governments are encouraged to provide construction funds and interest subsidy for social medical institutions through the establishment of health industry investment funds Encourage social medical institutions to raise start-up costs and development funds by means of equity financing and project financing We will support eligible for-profit social medical institutions to go public for financing or issue bonds, connect with multi-level capital markets, and use a variety of financing tools for financing (7) optimize financing policies Financial institutions are encouraged to innovate financial products and service methods according to the characteristics of medical institutions and expand business scale We will expand the scope of credit collateral, and explore ways to allow social medical institutions to use fixed assets such as paid land-use rights for non-medical purposes and clear property rights for mortgage loans Social medical institutions are encouraged to register and issue non-financial enterprise debt financing tools in the inter-bank bond market to raise funds, and various venture capital institutions and financing guarantee institutions are encouraged to carry out business for innovative business forms and small and micro enterprises in the medical field 3 Promote the flow and sharing of resources (8) promote the co construction and sharing of large-scale equipment We will explore the establishment of regional inspection centers open to all medical institutions in various ways, such as public construction, private construction or public assistance In areas with saturated large equipment configuration, it is not allowed for all medical institutions, including public medical institutions, to add large equipment Local governments are encouraged to integrate existing large equipment resources in various ways to improve use efficiency Encourage public medical institutions to cooperate with social medical institutions to realize mutual recognition of medical imaging, medical examination and other results, and resource sharing of disinfection supply center (room) and other resources of medical institutions on the premise of ensuring medical safety and meeting the core functions of medical treatment (9) to promote multi-point practice of doctors We will speed up the promotion and standardization of multi-point practice of doctors, encourage and standardize the flow of doctors among different types and levels of medical institutions, encourage doctors to practice in grass-roots units, remote mountainous areas, areas where medical resources are scarce, and other medical institutions where there is a need for multi-point practice Medical personnel have no reason for academic status, professional title promotion, professional skill appraisal, professional technology and vocational skill training Multi point practice is affected All localities should, according to the actual situation, study and formulate pilot schemes for personnel management, income distribution, social insurance and other work involved in the development of multi-point practice of doctors as soon as possible, and gradually push forward after gaining experience We will encourage the exploration of regional registration and multi-point practice record management pilots (10) strengthen business cooperation Encourage local governments to explore effective forms and specific ways for public medical institutions and social medical institutions to strengthen business cooperation Public medical institutions are encouraged to train medical personnel for social medical institutions, improve their technical level, and explore various forms of talent exchange and technical cooperation Social forces with experience in medical institution management are encouraged to participate in the management of public medical institutions through hospital management groups and other forms, on the premise of clarifying the relationship between responsibilities and rights IV optimize the development environment (XI) implement the tax policies of medical institutions We will actively implement various tax policies for social medical institutions Business tax shall be exempted for medical services provided by social run medical institutions; property tax and urban land use tax shall be exempted for properties and land used by social run non-profit medical institutions that meet the requirements; property tax and urban land use tax shall be exempted for properties and land used by social run for-profit medical institutions that meet the requirements within three years from the date of obtaining practice registration If a social medical institution is recognized as a non-profit organization in accordance with the provisions of the enterprise income tax law, it shall be exempted from the enterprise income tax on its qualified income such as medical services Enterprises and individuals who donate to social non-profit medical institutions through public welfare social organizations or people's governments at or above the county level and their departments shall be deducted before tax in accordance with the provisions of the tax law (12) to include social medical services in the designated scope of medical insurance The eligible social medical institutions shall be included in the designated scope of medical insurance, and the same policies as those of public medical institutions shall be implemented It is not allowed to regard the nature of ownership of medical institutions as a precondition for the designated medical insurance institutions, or refuse to include with public medical institutions in terms of title evaluation, bidding for scientific research projects and achievement evaluation We will encourage qualified medical institutions run by social organizations to apply for and identify standardized training bases for residents, regular assessment institutions for doctors, and clinical teaching bases in medical colleges and universities Support the participation of social medical institutions
