    From November 12, 2020 to November 19, 2020, our Bureau solicited opinions from the municipal government portal ("Windows of the Capital") and the portal of our own unit on the Notice on Further Standardizing the Management of the Salt Franchise in Beijing (Draft for Comments).
    According to statistics, a total of 21 opinions received from all sectors of society, mainly focused on the proposal to cancel the iodization of salt, the proposal to remove restrictions on the proportion of uniodized salt sales, the proposal to adopt a government tender to authorize a salt fixed-point wholesale enterprises responsible for the wholesale business of uniodized salt and so on.

    1. In response to the proposal to "cancel iodization of salt", we do not accept it on the grounds that the iodization of salt is based on the Regulations on the Administration of Iodine Deficiency from Salt (issued by Decree No. 163 of the State Council of the People's Republic of China in August 1994 and amended in March 2017).
    II, in response to the "removal of restrictions on the proportion of uniodized salt sales", we do not accept, the reasons for not adopting: the State Council "on the issuance of the salt industry reform program notice" (Guofa (2016) No. 25) clearly stipulates that "to ensure that the coverage of qualified iodized salt in more than 90%", in accordance with the document requirements and combined with the actual situation in Beijing, our city needs to ensure that the coverage of qualified iodized salt reached more than 90%.
    3. In response to the proposal that "a government tender should be adopted to authorize a salt fixed-point wholesale enterprise to be responsible for the wholesale business of uniodized salt", we do not accept the proposal, and the reasons for its refusal are: contrary to the relevant requirements of the State Council on the establishment of a fair competition review system in the construction of the market system, contrary to the principle of fair competition.
