On December 2, four departments, including the Fujian Provincial Medical Insurance Bureau, the Health Commission, and the Food and Drug Administration, issued the Notice on Implementing the Work Related to the Centralized Procurement and Use of Provincial Drugs in 2022, making relevant work arrangements
for the implementation of the centralized procurement and use of provincial drugs in 2022.

 

It was clarified that the results of the centralized procurement selection will be listed on the net procurement on December 22, and the new medical insurance payment standards
will be implemented on December 26.

 

Different types of varieties determine the medical insurance payment standard according to the actual sales price and the selected price, ranging from 7%, 8% to 9% of the actual selling price
.
The selected varieties that have been evaluated shall be determined by the payment standard
according to the winning price.

 

Here are the main contents:

 

1.
Scope of implementation and duration of the procurement agreement

 

(1) Scope of medical institutions: All public medical institutions in the province (including military institutions in Fujian, armed police medical institutions, and military medicinal materials supply stations, the same below) all participate, and designated social medical institutions for medical insurance voluntarily participate
.

 

(2) Drug scope: The list of selected supply varieties determined by the provincial centralized procurement of drugs in 2022 is detailed in Annex 1 (click the end of the article to read the original text to obtain the document).

 

(3) The period of the purchase agreement

 

In principle, it is 12 months
from the date of actual implementation of the selection result.
After the expiration of the purchase agreement, it can be extended according to the actual situation such as procurement and supply, and the renewal period is 12 months
in principle.
During the agreement period, if the relevant varieties are included in the centralized procurement of drugs organized by the state, the results
of the national procurement with volume will be implemented as required.

 

2.
Ensure procurement and use

 

(1) Determine the agreed purchase quantity
.

 

This procurement with volume is divided with generic drugs A and B groups (corresponding to the non-competitive group and competition group of the joint limited-price sunshine procurement of drugs in our province), and the selected products
of the corresponding groups are determined separately.
The agreed purchase volume of each group is determined
by 70% of the pre-purchase amount submitted by the medical institution group.

 

The Provincial Health Commission and the Provincial Medical Insurance Bureau determine the agreed procurement amount, and decompose the agreed procurement volume of selected drugs to public medical institutions and districted cities in Rong Province; Health departments at all levels, together with medical insurance departments, are divided into public medical institutions
within their jurisdiction.

 

(2) Clarify the requirements for
procurement and use.
Medical institutions should ensure that the agreed procurement volume of each group is completed, and the amount of selected drugs used in principle is not less than 60%
of the total amount used in the same group.
For groups A and B with the same generic name, in principle, the amount of flow standard group shall not exceed the pre-purchase quantity of the group submitted by the medical institution, and each medical institution can log in to the procurement subsystem to view the corresponding variety group and the pre-purchase quantity
submitted.

 

3.
Organize the signing of contracts

 

(1) The health department leads the public medical institution, the medical insurance department leads the military medical institution, and the selected enterprise and its designated distribution enterprise sign a tripartite purchase and sales contract according to the selected price and
agreed purchase quantity.
The contract is signed online and logged in to the procurement subsystem for operation, and the specific requirements are as follows:

Confirm and sign
the contract of the selected enterprise and the distribution enterprise.

 

From December 9 to December 14, each selected enterprise and its selected distribution company will log in to the procurement subsystem to confirm the purchase and sale contract and sign the contract
.

 

2.
Confirmation and signing
of the medical institution contract.

 

From December 15 to December 20, medical institutions will log in to the procurement subsystem to confirm
the electronic contracts signed by the selected enterprises and distribution enterprises.

 

(2) All public medical institutions and military medical institutions shall fill in the contract signing form (Annex 2), and submit it to the local health department and medical insurance department
respectively before December 21.
The health departments of each districted city are responsible for summarizing the contract signing of local public medical institutions, and the medical insurance department is responsible for summarizing the contract signing of local military medical institutions, and filling in the contract signing summary table (Annex 3), which shall be submitted to the Provincial Health Commission and the Provincial Joint Procurement Center
for Drugs and Equipment before December 22.
The signing of contracts for provincial public medical institutions and military medical institutions in Fuzhou is directly reported to the provincial joint procurement center
for drugs and equipment.

 

4.
Clarify price limits and medical insurance payment standards

 

The varieties included in this centralized procurement are formulated according to whether they are selected, bidding grouping, and medical insurance attribute classification, and sales limit and medical insurance payment standards
.

 

(1) Sales limit price
.
Selected products shall be sold at a zero difference rate, and non-selected products with the same generic name shall be sold
at a zero difference rate at a price not exceeding the maximum sales limit.

 

(2) Medical insurance payment standards
.
The medical insurance payment standard for drugs in the medical insurance catalogue shall be determined according to the following rules, and if the payment standard of drugs in the non-competitive group is lower than the payment standard of the drug of the competition group with the same generic name, the payment standard of the drug in the non-competitive group shall be determined based on the drug payment standard
of the competition group.

 

1.
Non-competitive group hanging network products (corresponding to collective procurement group A)

 

If the selected product has obtained 100% of the agreed purchase volume of the group, the medical insurance payment standard shall be determined according to 90% of the actual sales price (not higher than the selected price); If 50% of the agreed purchase volume of this group is obtained, the medical insurance payment standard
shall be determined according to 80% of the actual sales price (not higher than the selected price).

 

Among them, if the selected product is a drug that has been evaluated through the consistency of quality and efficacy, the actual sales price (not higher than the selected price) is the standard
for medical insurance payment.

 

The medical insurance payment standard shall be determined at 70% of the actual sales price of the non-selected products of the same generic name, and the payment standard of the selected products in the same group shall be supported, and if the actual sales price is not higher than the payment standard of the selected product, the sales price shall be used as the medical insurance payment standard
.

 

2.
Competitive group hanging network products (corresponding to collective procurement group B)

 

Both the selected products and non-selected products with the same generic name are based on the actual sales price that does not exceed the selected price as the medical insurance payment standard
.

 

3.
Unlisted net collection of products with the same generic name

 

If the actual sales price is lower than the medical insurance payment standard of the selected product, the sales price shall be used as the medical insurance payment standard
.

 

5.
Clarify the implementation time

 

(1) The results of the selection will be implemented on the procurement platform from December 22, 2022
.

 

(2) From December 26, the maximum sales limit and differentiated medical insurance payment standards
stipulated for selected drugs and non-selected drugs of the same variety will be implemented simultaneously.
Medical insurance handling institutions and medical institutions at all levels should promptly do a good job in adjusting the medical insurance information system and the in-hospital information system of medical institutions
