The safety review division of hazardous chemicals construction projects is clearly defined as follows: The Provincial Safety Supervision Bureau is responsible for implementing the safety reviews of 4 types of construction projects, one is the project approved (approved and filed) by the investment department of the State Council; the other is inter-provincial cities and directly-administered counties (Municipal) projects; the third is the production of highly toxic chemicals; the fourth is the construction of hazardous chemicals production enterprises in which the central government stationed in Henan and provincial enterprises accounted for more than 50% of the equity.
