Hunan, Ministry of Science and Technology, jointly built woody oil resources utilization of national key laboratories

In order to improve regional independent innovation ability, promote the construction of regional science and technology innovation system, increase innovation-driven regional economic and social development efforts, the implementation of the Ministry of Science and Technology and Hunan Provincial Capital Conference related to the agreed matters, recommended by the Hunan Provincial People's Government and expert demonstration, the provincial government to build wood-based oil resources utilization of the national key laboratory has basically been equipped with construction conditions. It is decided to approve the ministry to jointly build the construction and operation of the National Key Laboratory (hereinafter referred to as the Laboratory) for the utilization of woody oil resources (the list is attached).
The Hunan Provincial People's Government is the main body responsible for the construction and management of the laboratory, in accordance with the principle of "co-construction by the ministry, with the province as the main", highlighting the characteristic advantages, promoting the innovation of the mechanism, using the laboratory as an important base to attract and train talents, and giving key support in the areas of base construction and operation management, major project projects, foreign exchanges and cooperation. During the construction and operation period, the laboratory shall be supported by special funds of not less than 5 million yuan per year, mainly for the daily operation of the laboratory, the establishment of open subjects, the introduction and training of talents, and the performance of researchers.
The Ministry of Science and Technology directs laboratories to establish academic exchanges and cooperation with their business counterparts in key national laboratories to enhance laboratory research capabilities and levels, and to coordinate national science and technology programs such as the special technical innovation guidance and the special project for base personnel to support the construction of laboratory scientific research capabilities and scientific research infrastructure conditions.
Hunan Provincial Science and Technology Department, as the competent department of the laboratory, will give priority to supporting the development of the laboratory in the special funds of the central government to guide the development of local science and technology, give priority to project support in the declaration of major scientific and technological projects in the province, and give priority protection in the areas of laboratory team building, the introduction of high-end talents, the training of leading talents and the construction of scientific research conditions.
Forestry in Hunan Province
is the relying unit of the laboratory, which must provide the necessary basic conditions such as experimental room, scientific research instrument facilities and scientific research funds for laboratory construction, and give key support in the introduction and training of talents. During the operation period of laboratory construction, Hunan Province forestry
5 years to provide not less than 50 million yuan base construction and operation funds, mainly used for laboratory equipment acquisition, conditions guarantee, daily operation, independent research and foreign cooperation and exchange, support the laboratory to explore the establishment of a management model and system in line with the laws of scientific and technological innovation, to give relatively independent scientific research autonomy and personnel decision-making power.
The construction and operation of the laboratory should be based on the "Provincial Ministry to build woody oil resources utilization of national key laboratory construction and operation plan", carry out basic research with regional characteristics and applied basic research, enhance regional scientific and technological innovation capacity, and serve local economic development. During the operation of laboratory construction, in accordance with relevant requirements, we should adhere to the goal of building high standards, further condense the direction of development, strengthen the construction of talents and experimental conditions, strengthen open cooperation, continuously improve the level of scientific research, establish and improve the operation and management mechanism, and strive to become an important base for organizing and carrying out high-level scientific research, gathering and training outstanding scientific research talents in the region, and promoting cooperation and academic exchanges at home and abroad.
