In recent years, various cities in Hebei Province have started construction of different types of passive ultra-low energy building demonstration projects.
As of September this year, a total of 67 ultra-low energy-consumption buildings have been built in the province, with a construction area of 3,166,200 square meters.
Among them, 22 have been completed, with a construction area of 555,200 square meters; 45 are under construction, with a construction area of 2.
611 million square meters, and the completed and under construction passive ultra-low energy building area ranks first in the country.
A few days ago, according to the relevant person in charge of the Hebei Provincial Department of Housing and Urban-Rural Development, since 2013, Hebei Province has vigorously promoted the development of passive ultra-low energy buildings by strengthening policy guidance, building a standard system, insisting on demonstration and leading, and increasing financial support.
In terms of strengthening policy guidance, in May 2016, the Hebei Provincial Party Committee and the Provincial Government issued the "Implementation Opinions on Further Strengthening Urban Planning and Construction Management", clarifying that "Strongly implement the 75% energy-saving standard for residential buildings, and vigorously develop passive ultra-low energy buildings "Building positive energy buildings", taking the development of passive ultra-low energy buildings as an important task to promote urban construction in the new era.
In April 2017, the "Thirteenth Five-Year Plan for Building Energy Conservation and Green Building Development in Hebei Province" was released, clarifying the development goal of constructing ultra-low energy buildings of more than 1 million square meters by 2020.
On January 1 this year, the "Regulations on Promoting the Development of Green Buildings in Hebei Province" were implemented.
This is the first local regulation in China to incorporate the development requirements of passive ultra-low energy buildings into the regulations.
Technical R&D and other aspects have made supporting regulations, and the development of green buildings in Hebei Province has entered the track of rule of law.

15 residential building in Zone C of Shuiyifang, Qinhuangdao is the first passive ultra-low energy residential building in the country.
It was completed in 2013 and passed the quality certification of the German Energy Agency and the Ministry of Housing and Urban-Rural Development in October of that year.
It makes residents feel that the high thermal insulation makes the house warm in winter and cool in summer; the high sound insulation allows residents to enjoy a quiet space.
Meanwhile, 15 residential buildings compared with 65% of the residential building energy efficiency standard now widely implemented, only the annual heating can save 44 tons of standard coal, reducing dioxide carbon emissions of 122 tons.
In 2015, my country's first passive ultra-low-energy public building-the scientific research office building of the Hebei Provincial Building Technology R&D Center was completed.
The project uses 31 green energy-saving technologies.
Compared with the current 50% public building energy-saving standards, it can save about 224 tons of standard coal and reduce carbon dioxide emissions by about 596 tons.

By the end of 2018, more than 75 million yuan of bonuses and subsidies had been distributed.
