There are more than 90 people in charge of the District Food and Drug Safety Committee and related member units, leaders of townships (management committees), food and drug safety offices, market supervision branches, hospitals and other units, and the heads of the food safety supervision department of the District and Municipal Supervision Bureau.

The drill began with a speech by Tian Wenyuan, Secretary of the Party Committee of Fanchuan Town, and Zhu Junming, deputy director of the Jiangdu District Government Research Office, announced the instruction to start the drill

According to the layout of the drill, the suspected food poisoning accident of 10 people caused by a rural family banquet held by a resident of Xinzhuang Group of Youai Village, Fanchuan Town is a simulated event.
Around the development process of the accident, short videos, narration, live performances, and video recordings are adopted.
The combination method fully reflects the ability of townships and functional departments to deal with food safety accidents, and achieves a high degree of unity between the text of the plan and the actual operation
