Liaoning Health and Health Commission to crack down on fraud

Recently, the Liaoning Provincial Health and Health Commission issued the "Work Programme on the Implementation of the Provincial Government's Special Action to Combat Medical Insurance Fraud and Insurance Standards for Diagnosis and Treatment", which explicitly used a month and a half to focus on the province's designated medical institutions to carry out special actions, to examine the use of medical insurance funds and medical services, and to urge medical institutions to practise strictly in accordance with the law. Liaoning Provincial Health and Health Commission set up a special action leadership group, provincial health and health committee director Wang Guifen as the group leader.
The Program stipulates that those who violate the medical insurance service agreement shall be interviewed and educated by the principal person in charge of the medical institution and the person who is in violation of the insurance, that administrative punishment shall be given to the illegal medical institution in accordance with the law, that the service agreement shall be lifted, that the illegal individual shall be ordered to return the defrauded medical insurance fund and fined, and that those who are suspected of a crime shall be transferred to the public security organs in accordance with the law. Those who fail to act, act slowly or act in disorderly conduct shall be investigated with responsibility and serious accountability, and those who commit illegal crimes involving corruption, bribery, dereliction of duty or malfeasance shall be transferred to the Commission for Discipline Inspection in accordance with the law. The provincial and municipal health administrative departments set up a weekly reporting system, timely reporting of major cases, public exposure of violations of the law, forming a strong atmosphere of public opinion.
The province requires health administrative departments and supervisory bodies at all levels to carry out supervision and inspection in accordance with the principle of localization management, focusing on medical institutions access and examination and verification, medical personnel qualifications, medical treatment activities and other aspects of inspection, comprehensive combing of the existing problems, time-limited rectification, for the serious problems found, in accordance with the law to deal with.
