    KwJ Chapter 1 General Provisions

The municipal environmental protection department in charge of the district where the production and operation site of the sewage unit is located shall be responsible for the issuance of the sewage permit. Article 7 The sewage units belonging to the same legal entity or other organization sewage units located in different production and business places shall, in the name of the legal entities or other organizations to which they belong, apply for sewage permits respectively from the competent department of environmental protection (hereinafter referred to as the issuing environmental protection department) where the place of production and operation is located.

Article 9 The Ministry of Environmental Protection shall implement unified code management of the sewage units and their production facilities, pollution prevention and control facilities and discharge outlets.
    KWJ .  Article 10 The Ministry of Environmental Protection shall be responsible for the construction, operation, maintenance and management of the national sewage permit management information platform.
    KWJ .  Applications for sewage permits, acceptance, examination, issuance, alteration, continuation, cancellation, cancellation and loss shall be carried out on the national sewage permit management information platform. The self-monitoring, implementation report and the supervision and enforcement information of the sewage unit shall be recorded on the national sewage permit management information platform and shall be made public on the national sewage permit management information platform in accordance with the provisions of these Measures.

    KWJ .  (3) The opinions on the approval of environmental impact assessment, the total amount of pollutant emission control indicators implemented by the unit according to law, the paid use of sewage rights and the transaction records.
    KWJ .  Article 15 The following licensing matters shall be applied for by the sewage unit and shall be stipulated in the copy of the sewage permit after examination by the environmental protection department:
    kwJ (i) the location and quantity of discharge, mode of discharge and discharge, the location and quantity of non-organized sources of atmospheric pollutants;
    KWJ .  (2) the types of pollutants discharged from the discharges and unorganized sources, the concentration of permits and the permitted emissions;
    KWJ .  (3) The environmental management requirements to be followed after obtaining a sewage permit;
    KWJ .  (4) Other licensing matters as prescribed by laws and regulations.
    KWJ .  Article 16 The environmental protection department shall, in accordance with national and local emission standards, determine the permitted emission concentration of the corresponding pollutants from the discharge outlet of the sewage unit or the source of the non-organized discharge.
    KWJ .  Where a sewage unit undertakes to implement more stringent emission concentrations, it shall stipulate in the copy of the sewage permit.
    KWJ .  Article 17 The issuing environmental protection department shall determine the permitted emissions of sewage units in accordance with the methods for accounting for the allowable emissions of key pollutants in the industry as stipulated in the application for emission permits and the technical specifications for the issuance of emission permits, as well as the requirements for improvement of environmental quality.
    KWJ .  For the sewage units that have been decomposed and implemented in accordance with the law to the unit's total pollutant emission control targets prior to the implementation of these Measures, the issuing environmental protection department shall strictly determine the permitted emissions in accordance with the methods of accounting for the permitted emissions of key pollutants in the industry, the requirements for environmental quality improvement and the total emission control indicators for key pollutants.
    KWJ .  If the emissions of sewage units that have obtained the approval opinions of environmental impact assessment on or after January 1, 2015 are stricter than those determined by the permitted emissions as determined in accordance with the first and second paragraphs of this Article, the issuing environmental protection department shall determine the permitted emissions of the sewage units in accordance with the requirements of the environmental impact assessment documents and approval opinions.

Where the local people's government sought to meet the environmental quality standards in accordance with the law and the measures for heavy pollution weather measures require sewage units to implement more stringent targets for total emission control of key pollutants, they shall stipulate in the copy of the sewage permit.

    KWJ .  Article 18 The following environmental management requirements shall be stipulated by the issuing environmental protection department in the copy of the sewage permit in accordance with the application materials, relevant technical specifications and regulatory needs of the sewage unit:
    the requirements for the operation and maintenance of the pollution prevention and control facility (1) the pollution prevention and control facility, and the control of unorganized emission;
    KWJ .  (2) self-monitoring requirements, account record requirements, implementation of report content and frequency requirements;

    KWJ .  Article 19 When applying for a sewage permit, a sewage unit shall, in accordance with its technical guidelines for self-monitoring, prepare its own monitoring programme.
    KWJ .  The self-monitoring scheme should include the following:
    KWJ (i) monitoring points and schematics, monitoring indicators, monitoring frequency;
    KWJ .  (2) the monitoring and analysis methods and sampling methods used;
    KWJ .  (iii) Monitoring quality assurance and quality control requirements;
    KWJ .  (4) Monitoring data recording and integrity.
