National Health Commission: Launching special actions for irrational medical examinations

On April 14, the General Office of the National Health Commission, the General Office of the State Administration for Market Regulation, the Office of the National Medical Insurance Administration, the Office of the State Administration of Traditional Chinese Medicine, the General Department of the State Drug Administration, and the Health Bureau of the Central Military Commission’s Logistics Support Department jointly issued the "About Development "Notice on Special Treatment Actions for Irrational Medical Examinations" aims to carry out special treatment actions to seriously investigate and deal with unreasonable medical examinations (including various imaging examinations, laboratory examinations) that violate relevant laws and regulations, diagnosis and treatment technical specifications, and harm the interests of the people.

The market supervision department investigates and punishes various price violations in accordance with the law.

The drug regulatory authority shall strictly deal with institutions and relevant persons responsible for conducting inspection activities using medical devices that have not been registered or filed in accordance with the law.

The competent department of Chinese medicine is responsible for the organization and implementation of special governance actions for medical institutions in the Chinese medicine system.

The military health department is responsible for organizing and implementing special governance actions for medical institutions in the military system.

Five, implementation steps

The special governance activities will run from April 2021 to March 2022 and will be implemented in 4 stages.

(1) Deployment stage (April-May 2021).
Based on actual conditions, each locality determines a multi-departmental joint working mechanism, formulates and publishes implementation plans for the region, and conducts related training and publicity, and emphasizes the deployment of the content and requirements of special governance actions.

(2) Self-examination stage (May-August 2021).
Local health administrative departments take the lead to organize various medical institutions at all levels to carry out self-examination and rectification in accordance with the requirements of this plan.
The scope of special governance self-examination should achieve full coverage of hospitals (including Chinese medicine hospitals and maternal and child health care centers) within the jurisdiction, and more than 50% coverage of other types of medical institutions (community health service centers, township health centers, outpatient departments, and clinics).

(3) Inspection and evaluation stage (September 2021-January 2022).
Relevant departments in various regions conduct random inspections of medical institutions in the region, rectify problems found, deal with them in accordance with laws and regulations, guide medical institutions to establish and improve systems and standards, and summarize and evaluate the special governance work.
The National Health Commission and related departments organize inspections and evaluations in some areas.

(4) Summary stage (February-March 2022).
Provincial health administrative departments take the lead to summarize the special governance work in the region.

Six, work requirements

(1) Strengthen organization and leadership.
All localities must fully understand the importance of special treatment of irrational medical inspections in promoting the deepening of the reform of the medical and health system, standardizing medical service behavior, promoting the healthy development of the medical industry, and protecting the health rights and interests of the people.
All relevant units should take the initiative to take the initiative, strengthen leadership, establish a provincial-level multi-departmental joint cooperation mechanism, refine measures, and clearly divide labor.
All localities and departments must conscientiously perform their duties, earnestly implement the requirements of the work plan, and organize the self-inspection of medical institutions and the supervision and inspection of medical institutions.

(2) Disposal in accordance with laws and regulations.
All localities and departments must establish a ledger for violations of laws and regulations in the medical inspection field discovered in the special governance work, and deal with them seriously in accordance with laws and regulations.
It is necessary to give full play to the role of social supervision, set up special lines and special channels for unreasonable medical inspection, supervision and reporting on the basis of relevant reporting hotlines, online platforms, and WeChat public accounts in the health field, and announce them to the public, solicit clues extensively, and earnestly investigate and verify.
Ensure that the special action achieves tangible results.

(3) Increase publicity efforts.
All localities and departments must carry out extensive publicity activities.
For typical cases and cases with serious circumstances, they shall be notified and exposed, and follow-up reports shall be organized.
Vigorously publicize the effective measures and work results of purifying the industry environment and promoting the standardized and orderly development of the industry, and create a good public opinion atmosphere for the smooth development of special actions.

(4) Promote the construction of a long-term mechanism.
All localities should guide medical institutions to pay close attention to rectification and implementation of problems found.
In response to the outstanding problems and common problems found in the special governance actions, we will further improve the system design, innovate the supervision methods, incorporate them into the daily work of medical service supervision, and promote the establishment of an information-based supervision platform, with constant attention.
Actively promote industry self-discipline, give full play to the role of social organizations such as the quality control center and industry (association) associations, and earnestly implement the main responsibilities of medical institutions.
Adhere to the combination of positive guidance and problem rectification, continue to make efforts in optimizing the allocation of medical resources, improving the standardization of diagnosis and treatment, and promoting the reform of the salary system and medical insurance payment methods, forming a good policy environment that promotes reasonable medical inspections.

(5) Do a good job in submitting information.
The provincial health administrative departments take the lead in summarizing the special governance work in the region, filling in the "Unreasonable Medical Inspection Special Quality Quantitative Statistics Table", and summarizing the governance measures, achievements, typical experiences and established systems of each department The report materials shall be formed on September 15, 2021 and March 15, 2022, respectively, and the semi-annual report and the annual report shall be submitted to the Medical Administration and Hospital Administration Bureau of the National Health Commission.
