    1.
    Basic principles

According to the measures of the Party Central Committee to further optimize the epidemic prevention and control work, adjust the diagnosis and treatment process of medical institutions accordingly, optimize the testing requirements and the layout of the diagnosis and treatment area of medical institutions, maximize the availability of medical resources, and ensure the safe and orderly

All medical institutions should continue to do a good job in outpatient pre-examination and triage, and check the nucleic acid test results
of patients within 48 hours through various methods such as appointment diagnosis and treatment platforms and on-site presentation.
The outpatient area should be divided into nucleic acid positive diagnosis and treatment area and nucleic acid negative diagnosis and treatment area, and receive corresponding patients
    separately.
For emergency patients, the lack of nucleic acid results within 48 hours shall not affect treatment
    .
If there is a nucleic acid test result within 48 hours, go directly to the emergency treatment area, and if there is no nucleic acid test result within 48 hours, receive treatment in the emergency buffer area and check antigens and nucleic acids
    at the same time.
For patients with fever, respiratory symptoms, etc.
, guide them to the fever clinic for antigen or nucleic acid testing and carry out corresponding diagnosis and treatment services
    .
Medical establishments shall, as required, strengthen the management of fever clinics, and further enhance the service capacity
of fever clinics by expanding areas, increasing consultation rooms, and enriching medical forces.
Without the consent of the health department, medical institutions shall not close fever clinics
    without authorization.

    3.
Optimize the admission process of inpatients

Medical institutions should conduct nucleic acid tests on admitted patients, and antigen or nucleic acid tests
should be carried out as needed after admission.
It is necessary to focus on patients over 65 years old with serious underlying diseases (tumors, respiratory diseases, cardiovascular and cerebrovascular diseases, chronic renal failure, autoimmune deficiency diseases, etc.
) and have not completed the full immunization of the new coronavirus vaccine, strengthen monitoring, once found to be positive for nucleic acid, pay attention to changes in the condition in time, and strengthen medical treatment
    .
Medical institutions should arrange relatively independent areas (campuses, buildings, wards or wards) to admit nucleic acid-positive patients, and medical staff should be relatively fixed
    .
For inpatients, it is still strictly enforced that no visitation, no escort unless necessary, and fixed escorts who really need to be accompanied are strictly protected and strictly prohibited from going out
    during the escort period.
Patients in the emergency observation ward are managed
    as inpatients.

    4.

All medical staff of medical institutions strictly implement infection prevention and control measures, and correctly select and wear medical protective masks
    .
Medical institutions shall, according to the needs of work, organize antigen or nucleic acid testing
    for their medical staff.
For medical personnel with fever, respiratory symptoms, etc.
, antigen tests can be carried out first, and according to the health status and test results of medical personnel, arrange to enter the corresponding diagnosis and treatment area to work or home health monitoring
    .
Medical institutions should implement measures to care for medical personnel, do a good job in health monitoring and vaccination of medical staff, and dynamically optimize and adjust the organization of medical personnel, the allocation of medical forces, and the arrangement of work shifts according to the situation of epidemic prevention and control and the actual clinical treatment
    .

    5.
    Ensure normal medical services

Medical institutions should ensure the normal operation of diagnosis and treatment, provide medical services for patients, and must not affect routine diagnosis and treatment and acute and critical treatment due to the admission of positive patients, especially do a good job in medical services
for patients with serious underlying diseases such as chronic renal failure, tumor radiotherapy and chemotherapy.
All localities should provide necessary safeguards for medical institutions to earnestly perform their duties, and create a favorable legal environment, policy environment, and social atmosphere
    .
The determination of infection in medical institutions should be fully investigated, scientifically analyzed, and comprehensively judged, and the occupational exposure of medical personnel should be minimized through scientific protection to ensure the safety of
    medical personnel's practice.
It is necessary to strengthen the incentive of medical staff and encourage medical staff to provide medical services
    for patients.
Through strengthening publicity and guidance, the whole society can scientifically and rationally understand infectious diseases and their risks, and promote harmonious doctor-patient relations through various methods
    .
