shall be established to make sure that the invoices, goods and accounts are consistent If the invoices and the accompanying bills do not conform to the requirements of the relevant regulations of the state, or the contents of the invoices, the accompanying bills and the purchased drugs do not conform to each other, they shall not be accepted for warehousing Invoices and relevant bills arising from the purchase and sale of drugs shall be kept in accordance with the relevant provisions In the areas where the "two ticket system" is implemented in the drug procurement of public medical institutions, the implementation of the "two ticket system" should be regarded as a necessary condition when centralized procurement institutions prepare procurement documents For the drugs purchased through bidding, the qualification of the drug manufacturer shall be verified, and the drug manufacturer shall directly bid The pharmaceutical enterprises participating in the centralized procurement of drugs should make a commitment to implement the "two vote system" in the bidding documents, otherwise the bidding will be invalid; the requirements of "two vote system" must also be specified in drug distribution enterprises to build warehouses in different places, and use qualified drug warehouses of their own enterprises in different regions within the province In accordance with the principle of combination of near and far and linkage between urban and rural areas, encourage and support the integration of regional drug distribution between urban and rural areas, and open up the "last mile" of rural drug distribution In order to distribute drugs to the rural (town) and village medical and health institutions which are particularly remote and inconvenient in transportation, drug distribution enterprises are allowed to issue another drug purchase and sale invoice on the basis of "two ticket system", so as to ensure the effective supply of drugs at the grassroots level Vi
