The "Measures" pointed out that dual-channel pharmacies "are equipped with at least two licensed pharmacists who are registered and insured in the pharmacy.

For example, in October this year, Hebei Province proposed that the pharmacy professional and technical personnel of dual-channel pharmacies should account for more than 40% of the total staff of the pharmacy, including two or more full-time licensed pharmacists, one or more full-time delivery personnel, and no part-time or named names.

In July, the relevant documents issued by Jiangsu Province mentioned that dual-channel pharmacies need to "equipped with four or more professional and responsible pharmacy professionals", including two or more licensed pharmacists and one or more full-time delivery personnel.

It can be seen that the introduction of professional talents and the improvement of professional services are the only way for the development of pharmacies.

Many pharmacies provide professional services on the surface, but they focus on revenue everywhere in the course of their operations.

In order to get through the national negotiations for the implementation of the "last mile" of drugs, various provinces and cities have proposed that there should be no less than two "dual-channel" medical institutions and pharmacies in the urban area to ensure that there are enough "dual-channel" designated medical institutions and pharmacies.

As the protagonist of the "last mile", applying for pharmacies to be included in dual-channel management is a challenge and an opportunity to improve the level of pharmaceutical services and enhance market competitiveness

The “Measures” pointed out that the following conditions must be met to apply for inclusion in the scope of dual-channel pharmacies:

In addition, dual-channel medical institutions including pharmacies will withdraw from dual-channel management if one of the following situations exists, and will not be included within two years:

(1) Forging, altering or altering the bills and accounts of the "purchase, sale and deposit" of dual-channel drugs;

(2) Requesting or inducing insured persons to purchase medicines at designated pharmacies, causing adverse social impact;

(3) Selling dual-channel medicines at a price that exceeds the payment standard for medical insurance in our province;

(4) The dual-channel drug and medical insurance settlement business was not carried out in the previous year, or although the dual-channel drug and medical insurance settlement business was launched, but the medical insurance settlement business was less than 10 persons;

(5) Providing false certification materials for insured persons to enjoy dual-channel drug and medical insurance benefits;

(6) Providing convenience for the insured persons to resell dual-channel drugs to obtain illegal benefits;

(7) Other circumstances that violate laws and regulations, or violate the medical insurance service agreement of designated medical institutions that cause loss of medical insurance funds or serious adverse social impact;

(8) Other situations that should be withdrawn from dual-channel management prescribed by the overall planning area

After the "Measures" are formally implemented, the "dual channel and three fixed management" will also be implemented, that is, dual channel drugs will implement the "dual channel and three fixed management" of designated medical institutions, designated responsible physicians, and designated retail pharmacies

Pharmacies need to jointly review prescriptions with designated medical institutions that issue prescriptions, and ensure the safety of dual-channel drugs through the "dual review mechanism of medical institutions"

At the same time, prescriptions received by pharmacies must also be issued by corresponding designated doctors and transferred through the medical insurance electronic prescription transfer platform.
